Considering the limitations of the existing centralized power infrastructure, research interests have been directed to decentralized smart power systems constructed as networks of interconnected microgrids. Therefore, it has become critical to develop secure and efficient energy trading mechanisms among networked microgrids for reliability and economic mutual benefits. Furthermore, integrating blockchain technologies into the energy sector has gained significant interest among researchers and industry professionals. The U.S. Army Corps of Engineers (USACE) Civil Works projects are designed to provide national management of water resources. These works use emergency streambank protection to protect public facilities, like bridges and highways. The projects under this authority have limited funding, therefore, many design and field studies are omitted, which increases project uncertainties resulting in cost overruns and contract modifications. This study analyzes previously constructed projects by comparing the independent government estimate with the contractor’s actual costs and identifying the variables causing these differences via statistical analysis. The Mechanistic Empirical Pavement Design Guide (MEPDG) is commonly referenced as the state-of-the-practice for the analysis and design of new and rehabilitated pavement assets. The Enhanced Integrated Climatic Model (EICM) incorporated within the MEPDG is a well-recognized and standardized method for estimating temperature profiles in pavements; temperature is a portion of the climate inputs in the MEPDG. Many have already begun to convert atmospheric temperature predictions from externally based climate models into the MEPDG to create robust designs for climate change.
