Supply chains have been actively developing and implementing strategies to enhance resilience in response to various disruptive events like the COVID-19 pandemic, hurricanes, geopolitical tensions, and climate change. These strategies aim to address demand and supply imbalances, logistical challenges, and policy restrictions encountered in transborder commerce. One area significantly impacted by such disruptions is cross-border trade between the US and Mexico. This thesis describes the creation of a collaborative digital platform for disaster management and relief, focusing on the case study of the city of Petrópolis natural disaster in February 2022. The frequency and intensity of natural disasters are rising, necessitating efficient and timely disaster response efforts. This thesis details the development of a software application that fosters collaboration among governmental agencies, emergency services, non-governmental organizations (NGOs), and civil society to enhance logistical planning and situational awareness during disasters. Urban farming can enhance the lives of communities and help reduce food scarcity. This paper presents a conceptual prototype of an efficient urban farming community that can be scaled for a single apartment building or an entire community across all global geoeconomics regions, including densely populated cities and rural, developing towns and communities. When deployed in coordination with smart crop choices, local farm support, and efficient transportation then the result isn’t just sustainability, but also increasing fresh produce accessibility, optimizing nutritional value, eliminating the use of ‘forever chemicals’, reducing transportation costs, and fostering global environmental benefits.

In investigations, locating missing persons and clandestine remains are imperative. One way that first responder and police agencies can search for the remains is by using cadaver dogs as biological detectors. Cadaver dogs are typically used due to their olfactory sensitivity and ability to detect low concentrations of volatile organic compounds produced by biological remains. Cadaver dogs are typically chosen for their stamina, agility, and olfactory sensitivity. This study aspires to find a new screening approach to trace DNA recovery techniques to yield a higher quantity of trace DNA from larger items of evidence. It takes the path of visualizing trace DNA on items of evidence with potential DNA so analysts can swab a more localized area rather than attempting to recover trace DNA through the general swabbing technique currently used for trace DNA recovery. The first and second parts consisted of observing trace DNA interaction with Diamond Dye on porous and non-porous surfaces.

The COVID-19 pandemic has heightened the necessity for pervasive data and system interoperability to manage healthcare information and knowledge. There is an urgent need to better understand the role of interoperability in improving the societal responses to the pandemic. This paper explores data and system interoperability, a very specific area that could contribute to fighting COVID-19. Specifically, the authors propose a unified health information system framework to connect data, systems, and devices to increase interoperability and manage healthcare information and knowledge. A blockchain-based solution is also provided as a recommendation for improving the data and system interoperability in healthcare.

Extreme events, such as natural or human-caused disasters, cause mental health stress in affected communities. While the severity of these outcomes varies based on socioeconomic standing, age group, and degree of exposure, disaster planners can mitigate potential stress-induced mental health outcomes by assessing the capacity and scalability of early, intermediate, and long-term treatment interventions by social workers and psychologists. Drinking water contamination or service disruptions have the potential to cause economic losses, limit fire suppression capability, and result in human illnesses. Until 2016, the United States federal government had not issued a disaster declaration due to contaminated water. The development of a hurricane evacuation simulation model is a crucial task in emergency management and planning. Two major issues affect the reliability of an evacuation model: one is estimations of evacuation traffic based on socioeconomic characteristics, and the other is capacity change and its influence on evacuation outcome due to traffic incidents in the context of hurricanes. Using a UAS-mounted sensor to allow for a rapid response to areas that may be difficult to reach or potentially dangerous to human health can increase the situational awareness of first responders of an aircraft crash site through the remote detection, identification, and quantification of airborne hazardous materials. Effective and timely evacuation is critical in alleviating the impact of hurricanes. As such, evacuation models are often sought to support the preparedness of evacuations. One important task in the modeling process is to evaluate exogenous factors that cause transportation system capacity loss during evacuation. In the immediate response phase of a natural disaster, local governments and nonprofit agencies often establish shelters for affected populations. Decisions regarding at which locations to open shelters are made ad hoc based on available building inventory, and may result in high travel impedance to reach shelters and congestion. This thesis presents a shelter location optimization model based on the two-step floating catchment area (2SFCA) method. To address regional flooding in the United States, federal and state agencies are adopting strict drainage policies in any large-scale commercial development within the watershed boundary. The conventional approach of implementing a wet detention pond (WP) reduces the land cover and causes operation and maintenance challenges eventually. The present study developed a decision-support system (DSS) in the Lower Rio Grande Valley region of South Texas for optimal selection of Best Management Practices (BMPs) by substituting a portion of the WP footprint with three regionally promising low-impact development practices, namely, porous concrete pavement (PCP), bioretention (BR), and bioswale (BS).
