Officer retention in the Air Force has been researched many times in an attempt to better predict the personnel needs of the Air Force for the future. There has been previous work done in regards to specific AFSCs and how their retention compares to specific yet similar private sector jobs. This dissertation examines game theory models in the context of persuasion and competition wherein decision-makers are not completely rational by considering two complementary threads of research. The first thread of research pertains to offensive and preemptively defensive behavioral models. Research in this thread makes three notable contributions. First, an offensive modeling framework is created to identify how an entity optimally influences a populace to take a desired course of action. As the cost of DoD Weapon Systems continue to increase, the ability to more accurately predict the Operating and Support (O&S) costs for the various weapon systems has become more vital for long run affordability. The investigation into the O&S arena has been overshadowed by the research and development (R&D) and acquisition fields. The purpose of this research was to create a model that could potentially predict demand for military trained pilots in the airline industry. Specifically, this thesis sought to answer the research question addressing whether or not military trained pilots are currently more in demand or less in demand. The research questions were answered through a comprehensive literature review, collection of data relevant to airline industry growth, and regression analysis. The majority of the Air Force s stateside utility systems are old, obsolete, and unreliable. The cost to upgrade and repair these systems is currently estimated at over $4 billion. In response, the Air Force began efforts to convey ownership of these utility systems to the private sector through privatization efforts. The purpose of this study was to evaluate whether Contractor Logistics Support (CLS) is a viable alternative to Combat Logistics Support Squadrons (CLSSs) for providing F-22 Aircraft Battle Damage Repair (ABDR). Legalities, practicalities, and cost-effectiveness were key ownership concerns. United States Code, Office of Management and Budget, Department of Defense (DoD), and United States Air Force (USAF) requirements were reviewed to address legal and policy issues and whether F-22 ABDR is military essential. This study examined the applicability of a multiple criterion decision making method, known as the Analytic Hierarchy Process (AHP) , to economic analysis decisions involving project selection. Through a survey of the literature and current practices, it was determined that qualitative criteria were not adequately represented in a typical economic analysis of projects. Several MCDM methods were examined and the AHP was found to be the most promising technique to rate projects on a ratio scale. Two types of project selection problems, those involving nonmutually exclusive alternatives and those involving mutually exclusive alternatives, were examined. It was determined that the …
