This paper provides an overview of historic and current organizational limitations emerging in the Architecture, Engineering, Construction, Building Owner / Operations (AECOO) Industry. "Smart" motorways are becoming more prevalent through technology-driven approaches such as active traffic management (ATM) systems, hard shoulder management (HSM) control systems and digital enforcement cameras. Such technologies are able to monitor and respond to fluctuating traffic conditions by altering the speed limit to smooth traffic flow, activate warning signs to alert users of hazards up ahead and permit the use of the hard shoulder, either permanently or at peak times. The release of CO2 from calcination during the manufacture of cement can be partially or fully offset by the CO2 it naturally absorbs during its lifetime. This paper reports results from a preliminary investigation into the rate of carbonation in concrete blocks stacked in a production yard over a period of 6 months. The blocks were stacked in a normal manner under natural exposure conditions. Carbonation progress was determined by splitting the blocks and spraying the freshly exposed surface with a phenolphthalein solution at intervals over the test period. In Ireland, large and progressive contractors are claiming significant benefits in construction management efficiency through the implementation of BIM (Building Information Modelling). In 2007, following continued dissatisfaction with the lack of cost certainty on publicly funded projects, the Irish Government introduced the Capital Works Management Framework (CWMF). This framework had stated strategic objectives of achieving greater cost certainty at contract award stage; better value for money at all stages during project delivery and, more efficient end-user delivery. The framework, in particular, sought to rebalance risk, so that there was an optimal transfer of risk to the contracting authority and the contractor through the implementation of fixed price contracts. This research provides practical guidance and assistance for construction cost professionals in carrying out Whole Life Cycle Cost Analysis (WLCCA) and producing Life Cycle Cost Models(LCCMs) under the CWMF.
