Work zones present a risk to drivers and to personnel constructing the roadway. In 2005 work zones accounted for 2.5% of fatalities nationwide, 3.5% for the state of Utah. The goal of this research is to make work zones safer by quantifying the risk that they present to drivers. The approach of this research has been to review part 6 of the Manual of Uniform Traffic Control Devices (MUTCD) and compare the differences from the 2003 and 2009 editions, conduct field studies of Utah work zones, and develop a tool for measuring risk in work zones. National and statewide (California) collision numbers are currently on the

decline; however, the U.S. is declining at a much slower rate than most other

developed countries, and in some aspects is actually regressing in terms of traffic

safety. Although state highway safety is improving, local roadway safety may

actually be regressing. Approximately three-quarters of all U.S. public roadways,

and approximately 80% of all injury accidents fall under the jurisdiction of cities.

However, cities may not be allocating the proper level of resources, or operating

under the proper administrative methodologies to adequately address these

safety issues.

In 2005, the Federal Highway Administration (FHWA) requested the development for the initial version of the Model Minimum Inventory of Roadway Elements (MIRE). MIRE is a roadway inventory and traffic data collection data program that has a strong focus on improving the decision process in safety programs. MIRE is not a mandatory state program, but is strongly recommended based on its potential advantages. Some of the data required for MIRE was previously collected as a result of the requirements set from the Highway Performance Monitoring System (HPMS).

Recent research has shown that traditional safety evaluation methods have been inadequate in accurately determining the effectiveness of roadway safety measures. In recent years, advanced statistical methods have been utilized in traffic safety studies to more accurately determine the effectiveness of roadway safety measures. These methods, particularly hierarchical Bayesian statistical techniques, have the capabilities to account for the shortcomings of traditional methods. Hierarchical Bayesian modeling is a powerful tool for expressing rich statistical models that more fully reflect a given problem than a simpler model could.
