The county consists of several major cities featuring extensive industry, retail, and agriculture. Bounded by the Missouri River on the south and the Mississippi River on the north and east, St. Charles County is predominantly flat, low-lying terrain at great risk to periodic flooding. "The purpose of this experimental program was to develop and analyze the effects of fire damage on prestressed concrete bridges. Flexural strength and serviceability of the bridge were measured by inputting fire damaged data into a parametric study spreadsheet consisting of a typical 3-span continuous prestressed concrete bridge. Data was obtained by exposing two types of specimens to different levels of elevated temperatures and then cooling them at room temperature to simulate fire damage. Vulnerable to blast loading, structures must be rehabilitated to ensure structural stability and protect human life. The goal of this study is to develop and validate a sandwich composite technology for column retrofitting. The new technology consists of an inner fiber reinforced polymer (FRP) sheet, an outer FRP sheet, and a visco-elastic (VE) layer sandwiched between the two FRP sheets. "Pesticides and pesticide degradates found in drinking water sources are of particular concern to human health. When treated and disinfected at a drinking water plant, pesticides etridiazole, metribuzin, and diazinon undergo many treatment processes including lime softening, where the water pH is raised to 10 for calcium removal or 11 for magnesium removal. This thesis focuses on modeling the kinetics of hydrolysis of three pesticides that have the potential to undergo hydrolysis in drinking water plants. "Distributed crack sensors were recently developed with coaxial cables that are composed of inner and outer conductors as well as dielectric layer in between. These sensors were designed based on the change in topology of the cable outer conductor structure under strain effects. Various tests of reinforced concrete (RC) beams and columns indicated that the newly designed sensors are 10~50 times more sensitive than commercial cables to the longitudinal elongation applied on their cable structures. Microcosm and mesocosm scale experiments were carried out to investigate the effects of vegetation and substrates on the performance of engineered wetland systems (EWSs) meant to treat mixtures of volatile organic compounds (cVOCs). The experiments were conducted with a view to optimizing contributions of these wetland components. Phragmites communis and Typha latifolia, the commonest wetland plant species, were compared in mesocosm scale EWSs. Eight common wetland plant species were compared using microcosm experiments based on the potential of their rootmatter to enhance treatment of cVOC mixtures. This dissertation involved several research activities with the common goal of developing a structural health monitoring methodology. The research activities encompass: composites fabrication, numerical modeling and a mechanical experimental program using a state-of-the-art sensing technology. The first part of the dissertation presents an analytical and experimental effort to characterize the bending response of sandwich composite plates. A general expression for the shear correction factor for laminated plates was derived using the principle of strain energy equivalence. Acoustic fatigue is one of the major design considerations for skin panels exposed to high levels of random pressure at subsonic/supersonic/hypersonic speeds. The nonlinear large deflection random response of the single-bay panels aerospace structures subjected to random excitations at various sound pressure levels (SPLs) is investigated. The nonlinear responses of plate analyses are limited to determine the root-mean-square displacement under uniformly distributed pressure random loads. Correctly and efficiently estimating hydrological responses corresponding to a specific storm event at the streams in a watershed is the main goal of any sound water resource management strategy. Methods for calculating a stream flow hydrograph at the selected streams typically require a great deal of spatial and temporal watershed data such as geomorphological data, soil survey, landcover, precipitation data, and stream network information to name a few. Wastewaters generated as byproducts of dyeing processes are not treatable with conventional methods. It has been estimated that among the 900,000 tons of different dyes produced annually in the world, approximately 10–15% are lost in wastewater streams during manufacturing and processing operations. Once in rivers and streams, dyes cause major problems, such as reducing light penetration, or displaying toxic effects on aquatic life. Mangrove trees play an important role in the maintenance and sustainability of coastal wetlands due to their ability to adapt and survive in a wide range of saline and tidal conditions. Hydrologic processes (e.g., inundation frequency) and salinity are important regulators controlling the growth and productivity of mangrove forests. One such solution is the concept of diverting fresh water and sediment from the river into the coastal wetlands. Louisiana State University has a Small Scale Physical Model (SSPM) for the study of the potential of such diversions; it is deisgned to study the bulk movement of sediment in the river and diversions. This work is concerned with the formulation of the thermodynamics of nonlocal plasticity using the gradient theory. The formulation is based on the nonlocality energy residual introduced by Eringen and Edelen (1972). Gradients are introduced for those variables associated with isotropic and kinematic hardening. The formulation applies to small strain gradient plasticity and makes use of the evanescent memory model for kinematic hardening. This is accomplished using the kinematic flux evolution as developed by Zbib and Aifantis (1987). Construction projects in coastal Louisiana often require pile foundations as a result of the soft soils present, which complicate cast‐in‐place foundation construction and provide minimal support to shallow foundations. During a driven pile project, the engineering phase will require soil characterization and pile capacity determination, while construction will require quality assurance. The objective of this thesis is to develop a biological wastewater treatment system that utilizes algal growth to simultaneously create renewable energy in the form of biodiesel and digester biogas, remove polluting nutrients, and abate greenhouse gases. Research under the Department of Energy Aquatic Species Program during 1978-1996 concluded that cultivating algae for biofuels was cost prohibitive at that time and that an integrated approach should be studied that combined wastewater treatment with algal biofuel production.
