The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.
Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.

This dissertation develops a new paradigm in a water quality monitoring approach to parameterize spatiotemporal estuarine water quality with sustainable reliability, less cost and less time. A key underpinning of this paradigm of the spatiotemporal estuarine water quality parameterization is various water quality parameters' interrelationship with ambient water temperature as a common factor, their time dependent characteristics, and spatiotemporal characteristics of remote sensing. Integrated water resources management has been used for decades in various formats. The limited resources and the ever growing population keep imposing pressure on decision makers to better-, and reliably, manage the available waters. On the other hand, the continuous development in computing and modeling power has helped modelers and decision makers considerably. Frequently measured turbidity was examined as a surrogate for total phosphorus (TP) and total suspended solids (TSS) loads at two locations in the Little Bear River, Utah, USA. Using regression techniques, equations were developed for TP and TSS as functions of turbidity. The equations accounted for censored data, and additional explanatory variables to represent hydrological conditions were considered for inclusion in the equations. By using the resulting surrogate relationships with high frequency turbidity measurements, high frequency estimates of TP and TSS concentrations were calculated. The effects of corrosion inhibitors on water quality and the distribution system were studied. This dissertation investigates the effect of inhibitors on iron surface roughness, copper surface roughness, and copper release. Corrosion inhibitors included blended poly/ortho phosphate, sodium orthophosphate, zinc orthophosphate, and sodium silicate. These inhibitors were added to a blend of surface water, groundwater, and desalinated brackish water. Surface roughness of galvanized iron, unlined cast iron, lined cast iron, and polyvinyl chloride was measured using pipe coupons exposed for three months. Roughness of each pipe coupon was measured with an optical surface profiler before and after exposure to inhibitors. …

The impact of blended orthophosphate (BOP) inhibitor addition on the corrosion of iron, copper, and lead in drinking water distribution systems was studied under changing water quality environment. Release of iron, copper, and lead were monitored at varying inhibitor doses and changing blends of source waters (groundwater, surface water, and desalinated water). Solid corrosion products on pipe surfaces under BOP treatment were evaluated with surface characterization techniques. Performance of the BOP inhibitor was compared to other corrosion control strategies. The goal of the Jordan River Water Quality Project is to assess the quality of irrigation water removed from the Jordan River at three diversion locations: Jordan Narrows (JN), Cahoon and Maxfield (CM), and Jordan & Salt Lake Canal (JSLC). During 2008, Salt Lake City Corporation personnel took water samples on 12 dates from April 18 to September 25, 2008. Utah State University Analytical Laboratories (USUAL), an EPAcertified laboratory, performed water analyses on the samples. USUAL is located at Utah State University (USU) in Logan, Utah.

The Oregon Department of Environmental Quality is developing Total Maximum Daily Loads to address water quality concerns and threatened and endangered species habitat requirements. Approximately 940 water body segments are listed as water quality limited for temperature in Oregon. CE-QUAL-W2 Version 3 is a two-dimensional water quality and hydrodynamic model capable of modeling rivers, reservoirs and estuaries. An important aspect of modeling stream temperature is handling the short-wave solar radiation that penetrates the water surface and impacts the streambed, which can affect water temperatures under low-flow conditions. Orthophosphates and polyphosphates are rarely present at significant levels in raw water source but are purposefully added to the water in various forms to inhibit corrosion, iron oxidation (red water), or calcium carbonate precipitation (scale formation). Orthophosphates serve as building blocks for polyphosphates, which includes structures in linear chain, branched chains (metaphosphate) and "glassy" polyphosphate polymers. The advantage of polyphosphates over ortho phosphates lies in the fact that they slowly revert to orthophosphates and thus provide corrosion inhibition action over longer period of time in distribution systems. These appalling conditions result in the deaths of millions of children each year from preventable waterborne diarrheal disease. Three important optical properties used for monitoring coastal water quality are the concentrations of chlorophyll (CHL), color dissolved organic matter (CDOM) and total suspended materials (TSM). Ocean color remote sensing, a technique to collect color data by detection of upward radiance from a distance (Bukata et al.,1995), provides a synoptic view for determining these concentrations from upwelling radiances. A water quality model was created for Elephant Butte Reservoir, New Mexico to understand nutrient dynamics and algal response during a three year period. The model chosen for this study was CE-QUAL-W2 because of its proven ability to represent hydrodynamics and the ability to represent multiple algal groups. Elephant Butte has been subject to large algal blooms. This study examined the phosphorus loading into the reservoir to see if it could sustain the observed algal growth. Total lead release in drinking water in the presence of free chlorine and chloramine residuals was investigated in field, laboratory and fundamental investigations for finished waters produced from ground (GW), surface (SW), saline (RO) and blended (B) sources. Field investigations found more total lead was released in the presence of chloramines than in the presence of free chlorine for RO and blended finished waters; however, there were no statistical differences in total lead release to finished GW and SW. In hydrological frequency analysis, it is difficult to apply standard statistical methods to derive multivariate probability distributions of the characteristics of hydrologic or hydraulic variables except under the following restrictive assumptions: (1) variables are assumed independent, (2) variables are assumed to have the same marginal distributions, and (3) variables are assumed to follow or are transformed to normal distribution. Relaxing these assumptions when deriving multivariate distributions of the characteristics of correlated hydrologic and hydraulic variables. This dissertation focuses on copper release in drinking water. Qualitative and quantitative assessment of Cu and Fe corrosion by process water quality was assessed over one year in a field study using finished waters produced from seven different treatment process and eighteen pilot distribution systems (PDSs) that were made from unlined cast iron and galvanized steel pipes, and lined cement and PVC pipes taken from actual distribution systems. Totally seven different waters were studied, which consisted of three source waters: groundwater, surface, and simulated brackish water designated as G1, S1, and RO. Widespread chlorinated ethene contamination of aquifers coupled with high costs of current treatment technologies demand innovative remediation solutions. Wetlands, maintaining anaerobic and aerobic zones promoting the complete degradation of chlorinated ethenes such as Tetrachloroethylene (PCE), could be the answer. This thesis characterized the chlorinated solvent contamination levels in three strata of an upward flow constructed wetland. Analysis of samples was accomplished by purge-and-trap gas chromatography. Water quality parameters, Dissolved Oxygen (DO), Oxidation Reduction Potential (ORP), pH, Conductivity, and Temperature, were also measured in monitoring wells with a water monitoring sonde. Cover is an important component of aquatic habitat and fisheries management. Fisheries biologists often try to improve habitats through the addition of natural and artificial material to improve cover diversity and complexity. Habitat-improvement programs range from submerging used Christmas trees to more complex programs using sophisticated artificial habitat modules. Used automobile tires have been employed in the large scale construction of reefs and fish attractors in marine environments and to a lesser extent in freshwater and have been recognized as a durable, inexpensive and long-lasting material which benefits fishery communities.
