The Indiana Department of Transportation (INDOT) is currently implementing (or has implemented) several components of Intelligent Transportation Systems (ITS). This includes a mini Advanced Traffic Management Systems (ATMS) implemented on a three-mile stretch of the Borman Expressway to evaluate advanced non-intrusive sensor systems and the associated communication infrastructure for the installation of a full-scale ATMS on the 16-mile stretch of the Borman Expressway. Potential specific ITS technologies that are either being implemented or are being considered include pre-trip information, en-route information, variable message signs, and Hoosier Helpers. Much work has been published regarding discharge coefficients for various weir structures. What has not been published to the same extent are the effects of model scale associated with the weirs being studied. If laboratory weirs are too small, scale effects can affect the magnitude of the discharge coefficient. These errors may be significant if the weir serves as a control structure for an emergency spillway. It is imperative that discharge be accurately predicted to enable safe design and operation.

The Extended-Weight Coal Haul Road System, created by the Kentucky Legislature in 1986, consists of all roads which carry over 50,000 tons of coal in a calendar year. Trucks hauling coal on this system are authorized to exceed normal weight limits through the payment of an annual decal fee. A research study was initiated in July of 1992 to analyze the impacts of the extended-weight system.

A systematic procedure was developed in the present study that can be used to make a decision regarding the appropriate lane closure strategy at a particular interstate work zone. Four criteria were identified which influence such a decision, namely user travel time and vehicle operating cost, traffic control cost, safety, and contractors’ convenience. The influences of these criteria were aggregated using the Analytic Hierarchy Approach. The procedure developed in the present study is systematic in nature, simple to use and sensitive to the policy adopted by a transportation agency. This report describes the installation of ten breakaway timber utility poles in Lexington, Kentucky. Installations were made by Kentucky Utilities Company personnel and monitoring has been performed by Kentucky Transportation Center investigators. Retrofit hardware is described and locations of modified poles are detailed.

Modified poles have not been struck by vehicles during the monitoring period.

The Effects Of The All-Red Clearance Interval On Intersection Accident Rates In Indiana, Brian Alan Roper, Jon D. Fricker, Kumares C. Sinha, Robert E. Montgomery

The research reported is an evaluation of all-red clearance intervals as the second phase of a project involving traffic signal operation. The first phase of the project dealt with leading versus lagging left turn signal phasing. The study analyzed both the short-term and long-term effects of all-red interval on accident rates in Indiana using accident records for the years 1981 to 1987. The results contradict those of previous studies. Statistical tests indicated that all-red clearance intervals did not cause a reduction in accident rates at the intersections studied in Indiana.

This report includes documentation of the two following phases of the study : 1) analysis of statewide accidents for the period 1983 through 1986 in which "road under construction" was listed as a contributing factor; and 2) analysis of accident data and traffic control devices used at 20 case study locations. At the case study locations, accident data were analyzed for a three-year period before construction and compared to the period during construction.

Several unmanned radar devices were installed on I75 in northern Kentucky in an attempt to reduce speeds. It was assumed that drivers use radar detectors to exceed the speed limit with a resulting variance between their speeds and others in the traffic stream. Therefore, a reduction in overall speeds and variance was expected to reduce the probability of accidents. Historical data indicated an unusually high accident rate for the study area.

Emphasis was placed on collection and analysis of speed-related data. In addition, a survey of radar detector usage was made and accident patterns were documented.

A project on I 75 in Whitley and Laurel Counties during the 1986 construction season involved numerous lane closures associated with spot pavement replacement and joint sealing. Traffic congestion associated with heavy volumes and late merges resulted in the use of the following traffic control devices to supplement standard lane closure devices; 1) variable message signs, 2) supplemental lane closure warning signs, and 3) rumble strips placed in the lane to be closed in advance of the taper.

The objective of this study was to investigate alternatives to paved mountable medians that have been used in the past on sections of four-lane, partially controlled access roads where right-of-way is restricted. These mountable medians present obvious operational problems due to the 3-inch difference in height as compared to the through lanes. In addition, construction and maintenance problems are associated with mountable medians because of the height differential.

This report is an analysis of 127 accidents involving crash cushions in Kentucky. The primary data base was for the period 1980-82, with some additional data before and after this period. An attempt was made to document each accident with a police report, photographs, and a repair form. The largest number of accidents (63) involved a Hi-Dro cell cushion or cluster, followed by 33 accidents involving a G.R.E.A.T. crash cushion, 19 with a temporary G.R.E.A.T., 10 with sand barrels, and 2 with steel drums.

With increased emphasis on public accountability and program evaluation, the need for effectiveness measures to indicate the extent to which an agency's goals and objectives are being met is increasingly apparent. A research study was undertaken to establish and implement a procedure for monitoring the effectiveness of transportation services in Kentucky. Quantitative data for many of the effectiveness measures were obtainable only through responses from the public. Surveys of licensed drivers and bus riders were selected as data sources. As a result of an extensive before-and-after accident study, the high-accident location, spot-improvement program in Kentucky, although not a costly program, was found to have significantly decreased the number of motor vehicle accidents. Favorable benefit-cost ratios indicated that the cost of the program has represented a good investment in comparison with the resultant savings in accident costs. The spot-improvement program had little effect on average accident severity as measured by a severity index.
