This paper reviews the contemporary literature of human values and valuation processes, and proposes a re-conceptualized model of a teacher’s professional development. This paper suggests a thorough analysis of the teacher’s personality and devises alternative, well thought-out strategies and approaches to alter self-knowledge, values, valuation processes, and beliefs to imbed the desired impact on their teaching practices. This paper supports the use of deliberate attempts to alter the basic motivation level of teachers and to deliberately expose them to available knowledge to modify their values, attitudes, and actions in their respective professions, organizations, and formal associations. Professional development is a continuous improvement process, on job training and support needed to improve teaching, it encompasses the processes that educators engage in to initially prepare themselves, continuously update themselves, and review and reflect on their own performance. The experiences suggest that continuing professional development is needed to reinforce learning and support educational change process. This paper encompass on strengthening the professional development for teachers at Union Council Tehsil Resource Center (UC-TRCs). Little effort is made to study the role of headteachers in the eastern context, including Pakistan. This paper is based on the study conducted in the government and non-government schools in Pakistan in order to understand headteachers ' role in terms of the emerging demands, constraints and choices. The study suggests that the government school headteachers seem to be less proactive and more interested in maintaining status quo because of the influence of the 'topdown management model'.
