Multi-tiered Systems of Support (MTSS) is an outgrowth of Response to Intervention (RtI). The various systems of support for students and school communities provided through these programs are integral to modern education and embedded in the Individuals with Disabilities Education Improvement Act (IDEIA) of 2004. While there are many benefits to the implementation of MTSS and RtI, there are various obstacles that can hinder successful intervention programs. The absence of consensus across districts and states with respect to program development and implementation creates confusion. Public schools often schedule related services by using a mix of pull-out and push-in instruction, referred to as service delivery models. This poses challenges because the transitions to and from services are obvious to other students and can influence student identities and result in a loss of academic instructional time. Inclusive Education is the practice of educating all students in one classroom. Students with disabilities or who qualify for special education are members of regular education classrooms, and remain in the classroom for as much of the day as possible. The Individuals with Disabilities Act (IDEA) legalized that schools provide free and appropriate education, as well as educate students in the least restrictive environment. The least restrictive environment is in the general education classroom. This legislation helped to increase the prevalence of inclusion in schools.
