While online information is abundant and easily accessible, its quality varies widely. Fact-checkers evaluate online information by reading laterally, i.e., opening a new browser tab to research sources and verify claims. This dissertation consisted of three studies that used course outcomes assessment data to examine the impact of a lateral reading curriculum on college students’ fact-checking skills. The curriculum was first implemented in Fall 2018 as part of a general education civics course. Online education at community colleges has the potential to further democratize education by expanding access through the availability of anytime/anywhere courses for people who might be unable to attend college otherwise. However, the literature reveals the existence of performance gaps between online and face-to-face courses at community colleges, ones that can have negative consequences on the upward mobility of its diverse student population. Drawing on theories documenting the advantages and disadvantages of the growing Black middle class, this dissertation examines how higher education functions in creating a middle class citizenry in developing countries. The underlying premise of this dissertation is understanding how technology and education operate in tandem to simultaneously alleviate and perpetuate economic as well as social inequalities. Therefore, this project will contribute to research on the growing Black middle class in the developing world, and will offer insight into a “blueprint” of how technology and education operate in tandem.

This thesis reports on findings from a study conducted with students using open educational resources as the primary course material in their Health Psychology course. The study took place at New York City College of Technology (City Tech), of the City University of New York (CUNY), a comprehensive college located in Brooklyn. Students were assigned the OER by their course instructor, who developed it as part of a library funded pilot initiative.
