COVID-19 pandemic was and continues to be a shock and a challenge to the entire world. This health and safety challenge found its way into the world of higher education, even in programs that were already delivered in online environments. In this study, we examined the perceptions of 79 developing principals enrolled in a Master of Education Degree program in Educational Administration at Texas A&M University in the United States as they processed the efficacy of a virtual professional development (VPD) leadership for a state certificate in Advancing Educational Leadership (AEL). This issue brief is the third and final in a series published by the Metropolitan Educational Research Consortium (MERC) addressing digital equity in K-12 schools. It examines research regarding students’ use of and outcomes related to technology. Research finds that inequities exist in use and outcomes for students based on gender, language, ability, race, SES and other sociocultural factors. Based on these inequities, theoretical and practical recommendations are discussed.

The use of online learning at the K-12 level has seen exponential growth for much of the past two decades. Based on the limited research to date some students can experience success in the supplemental K-12 online learning environment, but other types of K-12 online learning are largely failing adequately to serve students. Distance education is rapidly changing the way K-12 students learn. School districts use it for course recovery, to supplement the curriculum with additional courses, and to offer alternative educational opportunities. Pennsylvania’s 500 public school superintendents face a unique challenge in an economic recession, severe cuts in state funding, and competition from cyber charter schools. In 2011, the International Association for K-12 Online Learning released the second iteration of the National Standards for Quality Online Courses. These standards have been used by numerous institutions and states around the country to help design and create K-12 online courses. However, there has been no reported research on the validity of the standards or the accompanying rubric. This paper reports on a naturalistic research project that was conducted in response to the educational concerns of the coastal rural communities of Labrador Straits. The research project investigated the current provision of education available to the children and the youth of these communities and found that due to declining population, changing demographics, lack of qualified teaching staff in the region and several other interrelated factors, there was an increased reliance on online learning in the small rural schools of the Straits as well as other rural regions of the province.

Current research in K-12 online learning in Canada has focused on defining distance learning and its current strengths and weaknesses. Yet, the proliferation of technologies and digital learning spaces has led to the emergence of new instructional strategies and digital learning practices for teachers in many K-12 classrooms, both online and onsite. Traditional school-based classrooms are incorporating technology-supported open learning options, creating “blended learning” opportunities where at least part of instruction occurs in a classroom, part online at a distance to the teacher, both combined with some element of choice in learning for students. While there has been some improvement in what is known about supplemental K-12 online learning, there continues to be a lack of evidence to guide the practice of full-time K-12 online learning. This paper concludes that despite considerable enthusiasm for full-time virtual education in some quarters, there is little high quality research to support the practice or call for expanding this form of virtual schools.

This study examined the relationship between students’ perceptions of teacher–student interaction and academic performance at an asynchronous, self-paced, statewide virtual high school. Academic performance was measured by grade awarded and course completion. There were 2269 students who responded to an 18-item survey designed to measure student perceptions on the quality and frequency of teacher–student interaction. Quality of interaction was subdivided into three constructs representing feedback, procedural, and social interaction. A confirmatory factor analysis helped to establish the fit of the statistical model for teacher–student interaction. Despite a large increase in the number of students enrolled in online courses, published research on student experiences in these environments is minimal. This article reports the narrative analysis of a series of interviews conducted with a female student at a brick-and-mortar school enrolled in a single virtual school course. Her narratives describe a student who often struggled with the content in her online course and was reluctant to interact with her online teacher. K-12 Online Learning has exponentially grown in the last 15 years. An estimated 1.2 million K-12 students took online classes last year; 45 states currently have some form of online learning at the state-level; and some states mandate some sort of online experience prior to high school graduation. K-12 online learning and cyber charter schools have grown at a tremendous rate over the past decade. At the same time, these online programs have struggled to provide the social spaces where students can interact that K-12 schools are traditionally able to provide. Social networking presents a unique opportunity to provide these kinds of social interactions in an online environment. In this article, we trace the development and use of social networking at one cyber charter school to extend the space for online instruction and provide opportunities for social interaction that online schools are often unable to provide.

A variety of initiatives are driving online and blended learning in each of Canada’s provinces and territories. From teachers’ unions in Nova Scotia fighting to ensure online learning is an accepted method of educational delivery, to Ontario’s College of Teachers creating an e-learning endorsement for teachers or the British Columbia government creating policies to expand the growth and opportunities online learning provides, there are multiple, isolated initiatives happening across the country.

Over the past two decades, distance education has become a reality of rural schooling in Newfoundland and Labrador. In this article, I provide historical background into the challenges facing rural schools in the province and how distance education was introduced to address that challenge.
