The shift in political landscape in Virginia from former Democratic Governor Ralph Northam to current Republican Governor Glen Youngkin influenced educational policies in the commonwealth. Waving the banner of parental rights, the Youngkin administration began targeting LGBTQIA2S+ students and educators through legislation and policies such as SB 656 and Model Policies on Ensuring Privacy, Dignity, and Respect for All Students and Parents in Virginia’s Public Schools. This study investigated the use of translanguaging strategies by Jordanian graduate students in Ontario, Canada, as a means of adjusting to the local language and culture. It further scrutinizes the influence of these practices on their identities. The study also probes into the potential opportunities and impediments that these students may encounter in higher educational establishments in Ontario.

Data collection was accomplished through semi-structured online interviews, which were subject to qualitative analysis to respond to the research queries. The Early Grade Reading Assessment (EGRA), administered individually in about 15 minutes, measures the most basic foundation skills for literacy acquisition in the early grades. The assessment was developed by the Research Triangle Institute (RTI) through funding provided by the United States Agency for International Development (USAID) and the World Bank, in addition to resources provided by RTI. In the context of this emerging focus on measuring basic literacy skills, EGRA was developed to provide a battery of assessments of basic reading skills for developing countries to monitor the status of early reading in primary schools. This is highly relevant, given the fact that there is likely an over-representation of illiteracy in disadvantaged households and few opportunities for children within those households to be ready for a school system with English as the language of instruction. This response highlights and extends Golden and Bieler’s observation about “the strengths of our members: policy, practice, and dialogue.” The response essay illustrates how NCTE, an association for literacy educators, could use “policy, practice, and dialogue” as a framework to drive and connect its work.
