Now reopened following the pandemic, each institution is in the process of assessing its impact and adjusting its institutional model to assure sustainability in the future. Returning totally to the ‘status quo ante’ is not a viable option as some repositioning is required. This study highlights three critical elements that inform this process from the perspective of the presidency. First, significant environmental trends and their impact are presented. Upon analysis, improved student success emerges as a critical driving force in repositioning. There are systematic barriers to educational equity in the U.S. higher education system, and the system overwhelmingly fails Latinx undergraduates more often than other students. It is crucial that evidence-based methods be used to reduce the existing postsecondary student success inequities. Scholars have linked specific educational practices to positive learning effects. A growing body of evidence has suggested these educational practices, coined high-impact practices (HIPs), provide amplified benefits to historically underserved students (HUS) and may be an effective tool for advancing equity and closing achievement gaps. This Organizational Improvement Plan (OIP) explores student academic support delivery in Burns College (a pseudonym), a large postsecondary institution in Central Canada. The Problem of Practice (PoP) addresses a gap in the consistent and equitable delivery of academic supports, and the increasing need to meet students within the classroom in their first year. The problem responds to nontraditional student needs, but the solution is meant to be beneficial for all students. Nontraditional students are the majority in higher education today, with competing responsibilities that impact their ability to access academic supports outside of the traditionally structured classroom. In 2018, the Government of Ontario introduced a post-secondary accountability framework that attributes up to 60% of colleges’ annual public funding to the achievement of ten government-directed performance outcomes. The new framework’s shift from the previous enrollment-based funding model intensifies neoliberal and post-structural policy discourses of quality and accountability, further relegating social inequities to the margins of post-secondary education. At the same time, burgeoning social movements have appealed to governments and post-secondary institutions to dismantle systemic barriers that impede students from equity-deserving communities from accessing and flourishing in college. Federal and state policies have recently moved the higher education accountability focus from access to completion. As completion and other student success accountability measures are put in place, institutions are going through organizational change to accommodate these new policies and to adjust their focus onto student success measures such as retention and graduation rates. This multiple case study’s purpose was to describe the institutional efforts and changes at small- to medium-sized, four-year public institutions in states where at least 20% or more of state funds are or are planned to soon be allocated based on performance metrics.
