The government’s funding of tertiary education started in 1948 when the University College of Gold Coast, now the University of Ghana; Legon was established to produce the manpower requirements of the country (Gye Nyame Concord, 2005). During the era, students at the university were treated as first born babies and were provided with almost everything, including pocket money by the government, to ensure that the needed comfort was obtained for smooth scholarly work.
