In the evolving Canadian landscape, permanent residency acquisition has undergone a transformative shift from land sales to educational credential procurement. Canadian higher education markets post-secondary qualifications to international students (IS) seeking migration routes, posing nuanced challenges. IS, despite holding higher education credentials, often find themselves relegated to non-field specific jobs due to existing disparities in the Canadian job market. Land-grant university and civil society development actors have long partnered with local and global communities to eliminate food insecurity. Despite the common aim of addressing food insecurity as a wicked problem, their approaches and designs differ in scope and scale. Similarly, levels of local stakeholder participation in agricultural development historically vary reflecting the complexity in relinquishing hierarchal decision-making power. The purpose of this research study is to share scholarly data that may assist in the recognition and cultural understanding of LatinX Chief DOs in higher education institutions. This multi-phase, qualitative study critically considers the participants’ sociopolitical, psychological, and, cultural situated-ness as equity, diversity, and inclusion (EDI) leaders in higher education institutions (HEIs). Despite the psychological stressors, the participants described how and why they are energized by their commitment to creating change as social justice campeonas (champions). The internationalization of higher education has become a politically strategic and economically promising policy area. As a result, the traditional authority and governance boundaries related to internationalization are becoming fluid. This paper focuses on the macro-regional internationalization strategies in Canada and the European Union (EU) in order to understand the changing dynamics of internationalization governance. By applying multi-level governance theory, the paper analyses and compares how internationalization is understood at the macro-regional level, revealing fundamental differences in the normative values.
