Pelican Lake Indian residential school, also known as Sioux Lookout Indian residential school, was an Anglican run institution that was a part of the Canadian residential school system; the school operated from 1926 to 1970. It is well established in the literature that the Department of Indian Affairs intended to evangelize, assimilate, and civilize its students, but the function of citizenship in the residential schools is less well known. The focus of this study was to examine physical culture activities, specifically sport, exercise, and recreation as a form of training for citizenship. The purpose of this qualitative collective case study was to increase understanding of the influential motivating factors of elementary-aged students in physical education (PE) that foster positive reinforcement to manage student engagement. The study was conducted at three different elementary schools in a school district in the southeastern United States. To determine the factors that influence the students' motivation in PE and leisurely physical activity, a set of data collection sources was used. Student interviews, caregiver surveys, and teacher journal entries were utilized to collect purposeful data that identified the specific factors associated with participation. Youth physical activity (PA) levels, specifically that of girls, decline as they enter the middle grades (Parish & Treasure, 2003). Physical education (PE) is one area in the school environment where student PA can be increased. One goal recognized by the Society of Health and Physical Educators (SHAPE) is for students to be physically active for at least 50% of class time and be offered PE for at least 225 minutes per week (SHAPE, 2013). It is of interest to physical education teacher educators to prepare pre-service teachers (PTs) to promote learning based on the five National Standards for K-12 Physical Education (NASPE, 2013). These National Standards reflect value orientations. However, limited empirical evidence exists that examines what value orientations PTs endorse and how physical education teacher education (PETE) programs influence their value orientations.
