Educators have always been concerned with addressing the needs of gifted students within the regular classroom. It has become difficult to challenge all children when school populations are composed of diverse groups with special needs, interests, abilities, and learning styles. With an interest in the education of highly capable (gifted and talented) students, the author did extensive reading and research. This project encompasses a variety of strategies, grouping practices and programs that can be implemented into a regular classroom to accommodate the gifted population. This descriptive study examined the perceived effects of the Iowa state-mandate, the Comprehensive School Improvement (CSI) Process, for Gifted and Talented (GT) Programming in Iowa. The study examined the assumption that mandates lead to internal changes in schools, increased collaboration among various groups, and improved school programs. Based on the mandated provisions of the Iowa Administrative Code, this study compared the perceptions of middle level teachers of gifted and talented students with middle level principals and investigated two areas: (a) the perceived changes in GT Programming in Iowa from the time the CSI Process was implemented to the present time …

Poor and ethnic minority students are underrepresented in programs for the talented and gifted. As the number of public school students from ethnically diverse and low income backgrounds steadily increases, schools need to revise assessment tools that cannot effectively evaluate the academic potential of these populations. The authors examine the definition of giftedness, outline the limitations of current testing methods, and explore the role played by teachers' perceptions of ethnic minority children. Today's classrooms consist of students with a diverse range of social, emotional, and academic abilities. There are young children who enter school already knowing how to read or who learn quickly after they begin their education. Current literature seems to indicate that primary reading curricula in schools are not meeting these students' needs.
