ABSTRACTIt has been over 50 years since desegregation efforts began and many public-school systems in the United States are still battling with performance gaps between White and historically underrepresented students. The term historically underrepresented refers to people from diverse racial, cultural, linguistic, and economically disadvantaged backgrounds who have been denied access or suffered institutional discrimination in the United States, and according to the U.S. Census includes Blacks/African Americans, Asian Americans, Hispanics, and Native Americans (Artiles et al., 2010). Increasingly standardized and assessment-driven educational systems are failing to meet the needs of many students, replacing their love of learning with a fear of failure. Importantly, the fear of failure is a common mindset of not only students but also teachers, administrators, and policymakers. This qualitative, action research study is situated in a design thinking/growth mindset conceptual theory that posits that the design thinking process can serve as a meaningful growth mindset opportunity for teachers and students. Reform creation and implementation tends to focus on the mechanics needed to ensure intended outcomes are achieved. School relationships are affected by the tension caused by reform implementation. Research suggests trust among teachers and between teachers and their administrator affects the way teachers make sense of, implement, and use new reform efforts. Given the demands reforms place on schools, trust has the potential to impact and encourage the implementation of reform and the maintenance of relationships. Scholars of education policy are increasingly aware of the independent role that noncognitive skills (e.g., self-regulation, Social skills, and other personality or character traits) play in long- and short-run student well-being. However, little is known about how these skills are effectively developed. One theory is that noncognitive skills are developed through role modeling by teachers. A student, by virtue of observing and sharing a Social connection with his or her schoolteachers, begins to emulate noncognitive skills that they exhibit. In this dissertation, I test this theory. The El Dorado Promise is a scholarship program that provides approximately $7,818 per year toward college tuition - for up to five years - to public high school graduates in El Dorado, Arkansas who have attended El Dorado schools since at least the ninth grade. The program was announced in January 2007, and students were able to use the college scholarships in the fall of 2007.
