Yet, little is known about how school boards balance their representational obligations with their responsibilities to address educational inequities. The purpose of this study is to examine how school boards address policies and practices for one of education’s most vulnerable populations, English learners (EL). African-American male student-athletes who played a revenue-generating sport enter the labor market having relatively poor social networks, low grade point averages, few marketable skills outside of sports, restricted work experiences, and marginal subject matter knowledge; most of which are the result of their participation in sports (Singer, 2008). The purpose of this study was to document and examine the perspectives of members of a historically African American community located in Las Vegas, Nevada (historic West Las Vegas) concerning equal education and school desegregation and resegregation in the Clark County School District from 1968 to 2008. According to research on parent engagement in K-12 schools, disconnects often exist between parent involvement as defined by school leaders and the African American families and communities they serve (Delgado-Gaitan, 1991; Tillman, 2009). This study implemented a Sequential Transformative Mixed Methods design with teachers (as recipients) and principals (to give voice) in the examination of principal talk in two different school accountability contexts (Continuously Improving and Continuously Zigzag) using the conceptual framework of Motivating Language Theory. In phase one, teachers were surveyed using the ML Toolbox. The survey was administered using the Dillman Tailored Design Method, and the return rate was 67.48%. This national quantitative study utilized resource dependency theory to examine relationships between the incidence of reported campus crimes and the structure, function, and resources of campus security offices. This study uncovered a difference in reported total crime rates, violent crime rates, and non-violent crime rates for colleges with police officers, internal security, contract security, hybrid departments, and no security office.
