The English Language Learner (ELL) international boarding students at an independent, not-for-profit school have consistently demonstrated lower levels of academic achievement than their local peers. This Organizational Improvement Plan (OIP) proposes to address this Problem of Practice (PoP) by creating a professional learning community (PLC) to institute more culturally responsive pedagogy. This OIP suggests a compelling correlation between inclusiveness and academic success, and therefore the school needs to raise its level of cultural competency, introduce more equitable assessments, and increase coordination among the various departments and systems that support the ELL students. The school currently assumes that the presence of a diverse population will result in intercultural learning, a strategy shown to be ineffective. The problem of practice in this organizational improvement plan (OIP) is that the existence of Alternative Programs impedes progress to meaningful school change. The school board is moving toward a paradigm shift as indicated through a number of initiatives discussed in this OIP. This OIP was developed through a review of the literature on: Alternative Education, attitudes toward students labelled at-risk and through an examination of documents produced and disseminated by the Ministry.
