This toolkit has been co-authored by the Global Education Monitoring (GEM) Centre at the Australian Council for Education Research (ACER) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) Institute for Statistics (UIS). This note is concerned with the development of a process to analyse how assessment practices are integrated into education systems in order for assessment outcomes to be useful for evidence based decision making throughout the system.
