Collaboration In East Africa: A Contextualised Approach To Defining The Construct, Claire Scoular, David Alelah Otieno

Assessment and Reporting

Collaboration has been highlighted internationally as a key skill for learning, working, and living in the twenty-first century. However, to teach it well, enhance its performance, and measure its growth, it is essential to have a clear and consistent definition of the skill. There are a number of frameworks that describe collaboration in a way that is meaningful to learning and growth. Despite some differences across frameworks, it is clear there is a common core set of contributing subskills. This suggests that collaboration is of global interest, and that there are components that transcend national or cultural specificities. Notwithstanding, definitions …

Citizen-Led Assessments: A Model For Evidence-Based Advocacy And Action To Improve Learning, Suman Bhattacharjea, Sehar Saeed, Rajib Timalsina, Syeed Ahamed

Assessment and Reporting

Designed as household-based assessments, citizen-led assessments (CLAs) are implemented by local organizations who assess children in their homes, thus reaching the most marginalized children, families, and communities, often in remote areas. CLAs add an essential piece of information for truly monitoring progress and help realistically represent the learning levels of all children – at national, regional, and global levels. By using simple tools and easy-to-understand reports, CLAs engage parents and community members in discussions about learning and help foster understanding of the importance of ensuring quality education through civil action. In this publication, members from organizations conducting CLAs in India, …

Enhancing The National Assessment System To Improve Learning Outcomes In Bhutan: Case Study 2020-2021, Anu Radha Sharma, Anannya Chakraborty, Arjun Kumar Gurung

Assessment and Reporting

To measure the efficacy of school sector interventions, Bhutan Council for School Examinations and Assessment (BCSEA) partnered with Australian Council for Educational Research (India) to strengthen its National Education Assessment (NEA) for obtaining evidence on learning, monitoring the progress of learning outcomes, understanding associations between context and achievement, and differences in achievement between groups. Eventually, the assessment reform will support measuring learning at the key stages of grades 3, 6, and 9. This case study report presents an overview of this project.

The Southeast Asia Primary Learning Metrics Program: Thinking Globally In A Regional Context, Unicef, Southeast Asian Ministers Of Education Organization (Seameo)

Assessment and Reporting

The Southeast Asia Primary Learning Metrics (SEA-PLM) program is a regional assessment that aims to set a common approach to assessing the learning outcomes of students at Grade 5. As an alternative to international large-scale assessments and national assessments, SEA-PLM has developed a set of assessment and survey instruments for the Southeast Asian region. Designed to be a system-level monitoring tool of educational quality and equity, SEA-PLM covers four domains: mathematics, reading, writing and global citizenship. The assessment also includes questionnaires that gather important contextual information from students, parents, teachers and school principals. A key feature of the SEA-PLM assessment …

Southeast Asia Primary Learning Metrics (Sea-Plm) : Global Citizenship Domain Assessment Framework, Rachel Parker, Julian Fraillon

Assessment and Reporting

This assessment framework forms part of the Southeast Asia Primary Learning Metrics (SEAPLM) assessment program and outlines an approach to assessing global citizenship. The purpose of this assessment framework is to articulate the basic structure of the global citizenship domain as part of SEA-PLM. It provides a description of the constructs to be measured. It also outlines the design and content of the measurement instruments and describes how measures generated by those instruments relate to the constructs. It combines theory and practice to describe “both the ‘what’ and the ‘how’” (Jago, 2009, p. 1) of the SEA-PLM assessment of global …

Southeast Asia Primary Learning Metrics: Audit Of Curricula, Australian Council For Educational Research (Acer)

Assessment and Reporting

An early step in developing an assessment framework for the Southeast Asia Primary Learning Metrics (SEA-PLM) was determining how to design and construct a single assessment program across all ASEAN member countries. This step needed to take account of the similarities and differences in the curriculum frameworks in each country for the four domains to be assessed through SEA-PLM: Mathematics, Reading, Writing and Global Citizenship. This account was achieved through an audit of the curriculum materials from 11 ASEAN countries, comprising those countries already participating in the SEA-PLM field trial, and others likely to join SEAPLM in the future. The …
