Assessing Accountability In U.S. Public Education, Anne Kelly, J. Orris

Public education accountability rests almost exclusively with schools rather than governments. This paper explores its three dimensions: economy, efficiency, and effectiveness. Performance indicators of these dimensions were developed which facilitated testing of significant differences in means over time using analysis of variance. Only salary and wage expenditures per instruction personnel exhibited greater economy. Instructional equipment per pupil was related to increased efficiency. Several indicators suggested enhanced effectiveness. Student/teacher ratio declined and top performers in public schools improved in achievement. Graduation rate, an indicator of achievement and participation, significantly rose in recent years. In summary, several effectiveness indicators revealed encouraging trends …

The use of internships is a powerful learning tool that allow business students to make connections between their classroom experience and the world of work. If designed appropriately and positioned correctly in the curriculum, they can also be an ideal opportunity to conduct assurance of learning activities related to business school accreditation. This study reports on survey results relating to business schools’ use of internships in their assurance of learning efforts and describes one school’s successful attempt to use internships as the key platform for its well-developed assurance of learning program.

Religiously marked intercultural conflict is on the rise in Australia (HREOC, 2007; Dreher, 2006). In addition, intolerant and religiously discriminating sentiment has re-emerged in Australia's debate on migration (Schech & Haggis, 2001; Cratchley, 2007). However, inter-religious education as a remedy is not a high priority. Independent and governmental reviews recommend intercultural and interfaith education to address ignorance and intolerance (Erebus, 2006; HREOC, 2004). Australia appears more focused on the development of values and citizenship courses which assume shared heritage and promote uniformity ( Halafoff, 2006). South Africa has undergone major changes in the school curriculum. At the same time, international emphasis on the importance of Information Literacy has found reflections locally in many calls for the development of school libraries (e.g. Arnold, 2002: 178), but has remained a problem in the actual implementation. This is also reflected in initial teacher training which has moved Information Literacy to a skill of the teacher, rather than an essential part of the curriculum that they have to teach.

This study reports the findings of a qualitative research project conducted with a group of university students studying entrepreneurship to explore how they perceived a team-based approach to assessment assisted their ability to generate a creative new venture proposal idea. Through the submission of written journals and analysis of these transcripts, it is evident that although initially the group-work approach was perceived with some degree of cynicism by students, upon completion of the task several advantages of working in groups were reported by students. The Disposition Effect And Individual Investor Decisions: The Role Of Regret And Counterfactual Alternatives, Thomas Berry, Suzanne Fogel

Recent studies have documented a strong tendency for individual investors to delay realizing capital losses, while realizing gains prematurely (Odean [1996], Shefrin and Statman [1985], Weber and Camerer [1996]). This tendency has been termed the “disposition effect.” The disposition effect is inconsistent with normative approaches to stock sales, such as those based on tax losses (see, for example, Constantinides [1983]). We surveyed individual investors, and found that more respondents reported regret about holding on to a losing stock too long than about selling a winning stock too soon. The authors develop a measure of public information flow to financial markets and use it to document the patterns of information arrival, with an emphasis on the intraday flows. The measure is the number of news releases by Reuter's News Service per unit of time. The authors find that public information arrival is nonconstant, displaying seasonalities and distinct intraday patterns. Next they relate their measure of public information to aggregate measures of intraday market activity. The Federal National Mortgage Association (FNMA) auctions commitments to purchase mortgages. An examination of the terms of the commitment contract shows that these commitments are actually put options on mortgages. The contract is unusual, however, in that the price of the commitment is a fixed percentage of the value of the mortgages. In the auction, the dealers effectively bid the exercise price at which they would be willing to pay the fixed commitment price. In this paper, we study the economics of the FNMA auction.
