The IEA's International Civic and Citizenship Education Study (ICCS) investigates the ways in which young people around the world are prepared to undertake their roles as citizens. This report presents the European results from the third cycle of the study (ICCS 2022). Eighteen countries and two benchmarking participants (the German states of North Rhine-Westphalia and Schleswig-Holstein) administered the European student questionnaire to target grade students in this study cycle. The education system in Bangladesh has undergone significant change since the country’s independence from Pakistan in 1971. In 1973 the community-sponsored school system, in which communities felt a moral obligation to take an active role in schools, was transformed into a centralised national system. This caused a shift in the sense of ownership of the education system and a disconnect between community and school. This in turn led to the development of a system, which lacks accountability and community monitoring, and has left the system vulnerable to shocks that disproportionately affect already disadvantaged students. This report shares the findings from an action research project conducted on behalf of Global Partnership for Education’s (GPE) Education Out Loud (EOL) programme by the Management for Development Foundation (MDF) and the Australian Council for Education Research (ACER) Consortium, in its capacity as global learning partner (GLP). The project involved working directly with three organisations (grantees) in receipts of EOL funds, across five GPE countries. It focuses on the changes made between each of these studies and the contexts for this learning area. To measure the efficacy of school sector interventions, Bhutan Council for School Examinations and Assessment (BCSEA) partnered with Australian Council for Educational Research (India) to strengthen its National Education Assessment (NEA) for obtaining evidence on learning, monitoring the progress of learning outcomes, understanding associations between context and achievement, and differences in achievement between groups. Eventually, the assessment reform will support measuring learning at the key stages of grades 3, 6, and 9. This case study report presents an overview of this project.

This report presents the results of a survey census and website review of school libraries, taken across all South Australian schools in Term 3, 2019. The census collected data on school library staffing, facilities, funding, and support. Results reveal that schools with a qualified teacher librarian are more likely to have improved student literacy outcomes. While 94 per cent of South Australian schools have someone to manage the library collection and to select resources, less than a quarter (23 per cent) are managed by a qualified teacher librarian. This study investigated the impact of the International Baccalaureate (IB) Primary Years Programme (PYP) on student wellbeing and related outcomes. The PYP, an educational framework for children ages 3–12, offers a holistic education focusing on whole-child development through an inquiry-driven approach. It does so through multiple programmatic elements that include leadership and teacher professional development, to deliver an inclusive curriculum in classrooms that builds transdisciplinary skills, culminating in the development of students’ international-mindedness, critical thinking and attributes of the IB learner profile.

This dimension involves conceptualising problems (through algorithmic or systems thinking) and operationalising solutions (creating, implementing, and evaluating computer-based responses to problems). The inclusion of CT as an option in ICILS 2018 reflects recent interest by educators, researchers, and policymakers in the value of CT in schooling. This study provides both a quantitative estimate and qualitative analysis of the additional ‘retrieval power’ that professionally assigned subject indexing affords users of a typical database in the field of education. A full version of Informit’s A+ Education database and one stripped of its subject indexing were searched by four research assistants tasked with compiling exhaustive bibliographies on forty-eight topics. The searchers were then surveyed about their use of the two databases, while their bibliographies and search logs were also examined. This report details the findings of a feasibility study for the Department of Education and Training (DET) into the development of a higher education student equity ranking index. The purpose of study was to determine whether it was possible to measure higher education equity performance at the institutional level and convey each institution’s relative performance through an ‘equity rank’. The ranking was to be based on institutional performance in regard to equity-group students, including students from low socio-economic backgrounds; students from regional/remote areas of Australia; Indigenous students; students with disability; and students from non-English speaking backgrounds.

This paper discusses ICCS results regarding students’ dispositions toward civic engagement and changes in their perceptions of traditional vs. alternative forms of political participation since 2009 as well as factors explaining their variations. The authors conducted a scoping review of Early Childhood Education and Care (ECEC) interventions in economically developing countries between 1998 and 2017, aimed at improving children’s learning in the years before school. The review identified 37 parent-focused studies from 19 countries which provide an evidence base for parent-focused interventions that have both depth and geographical breadth. This policy note outlines characteristics of these interventions which contribute to changes in developmental outcomes for children. It found that of all ECEC interventions, the largest body of effectiveness evidence is available for parent-focused programs.

This paper presents the experiences from Nepal on how the findings from the National Assessment of Student Achievement (NASA) have been integrated into policy processes. The purpose of this brief paper is twofold: to give an overview of the process of the National Assessment of Student Achievement, and to describe how the results were disseminated to different stakeholders to incorporate the findings into the design of policy processes. In doing so, the case study highlights how the assessment findings have been used to design and implement policies and programs in education.
