Throughout the state of Arkansas, there are grave disparities in education resources apparent in specific school districts and at a state level. The Arkansas Department of Education, formerly titled the State Department of Education, was established in 1931 by Act 169 in the Arkansas General Assembly. Since then, the department has gone under multiple reforms and expansions. From desegregation to the Clinton administration’s improvements in early childhood education, Arkansas has had a tumultuous past in terms of public education and has consistently been ranked in the bottom twentieth percentile of the nation’s school systems. The purpose of this study was to understand the overall experience of the school improvement specialist position in schools within the state of Arkansas that were labeled in need of improvement. In the study, there were seven participants who represented a variety of schools including homogeneous, a low graduation rate, culturally diverse, an alternative learning environment, an elementary school, a school that received a C letter grade, and a school that received an A letter grade. This study was developed to produce qualitative data about the cultures of two high-poverty, high-achieving elementary schools in Arkansas. The research was intended to contribute to the existing information regarding professional collaboration, collegiality, and self-determination/efficacy as related to student assessment data. The focus of this study was provided by a single research question: What features characterize the cultures of low socio-economic schools in Arkansas that enjoy high student achievement?
