The purpose of this study was to examine the relationship among selected school funding variables, percentage of low socioeconomic status students, and student achievement. Funding variables included percentage of funds a school district received from the three primary sources: local, state, and federal. Additional funding variables included per pupil expenditures, as well as teacher salaries and administrative salaries. Student achievement variables included ACT composite, ACT math, ACT reading, and the percentage of students that met or exceeded state standards. This study was developed to produce qualitative data about the cultures of two high-poverty, high-achieving elementary schools in Arkansas. The research was intended to contribute to the existing information regarding professional collaboration, collegiality, and self-determination/efficacy as related to student assessment data. The focus of this study was provided by a single research question: What features characterize the cultures of low socio-economic schools in Arkansas that enjoy high student achievement? Existing research illustrating a significant relationship between school spending and student achievement is expanding. However, research specifically investigating the relationships between capital expenditures (maintenance, renovations, and construction) and instructional expenditures (teacher quality, teacher salaries, textbooks, class size) with student achievement both individually, and as a function of overall school spending, is lacking. Recent studies have linked school spending to student achievement in an attempt to increase school funding as a response to No Child Left Behind Act (2001) mandates.
