Gifted students have enormous potential, yet there are few consistent opportunities for gifted students to receive challenging instruction. Drawing upon literature detailing the history of gifted education nationally and in Illinois, this study sought to find what services were currently offered to Illinois students, and if the opportunities for gifted students were related to a district’s state funding tier. Findings indicated that the elementary gifted services being offered and the ways in which eligibility is determined were inconsistent among districts. Differentiated curricula for gifted and talented students are necessities for any school district which purports to serve the educational needs of all of its student population. During the 1980-81 school year, the Mt. Zion School District, Mt. Zion, Illinois, conducted a thorough investigation and began a total revision of its district-wide gifted program. Using a systems analysis approach to problem solving, a selected committee of administrators and professional staff conducted a needs assessment in order to determine the actual value of its existing program. The purpose of this field study was to develop an enrichment program for the sixth grade students at Forsyth Grade School. The major areas of concern addressed in this study were:

  1. to arrive at a working definition of the gifted student.
  2. to analyze why the 1980-81 6th grade class, and Forsyth students in general, appear to score higher than average on achievement and I.Q. tests.
  3. to develop a means of identifying gifted students in the areas of math, science, and language arts.
