The questions that sparked this research were developed after spending time working internationally and locally with youth in after school arts programs. These inquiries aim to critically examine the way after school arts programs are run in relation to the culturally and racially diverse communities they serve, discuss how these methods engage with the field of arts education as a whole, and ultimately provide practical approaches, strategies, and tools that educators can implement in these programs. For 350 years, the Philippines was colonized by Spain and the United States. The Philippines became a sovereign nation in 1946 yet, fifty years later, colonial teachings continue to oppress Filipinos due to their colonial mentality (CM.) CM is an internalized oppression among Filipinos in which they experience an automatic preference for anything Western—European or U.S. American—and rejection of anything Filipino. Although Filipinos show signs of a CM, there are Filipinos who are challenging CM by engaging in Philippine art. The purpose of this study is to examine multicultural and intercultural art education in the commonwealth of Virginia. Multicultural and intercultural education are similar terms that share many characteristics but result in different outcomes. Multiculturalism promotes the understanding of diverse cultures, and interculturalism promotes positive communication between diverse cultures. The literature review analyzed similarities and differences between the two pedagogies, and inspired the development of questions for an electronic survey. The survey was disseminated to 926 members of the Virginia Art Education Association to examine the perceptions and uses of multiculturalism in Virginia art classrooms. The survey was also used …
