Researcher mobility is an important form of cross-border education (CBE). It has the potential to generate significant benefits for economies as expert scholars and scientists come together to solve some of the most pressing challenges in the contemporary world. Among members of the Asia-Pacific Economic Community (APEC) researcher mobility can strengthen ties between economies and enable the minimisation of barriers to economic growth and sustainability. There are not currently any comparable or rigorous data available on researcher mobility among APEC economies. The Vietnamese education system has shifted drastically in recent history. From the influence of the French colonial period, to Ho Chi Minh’s literacy campaigns, to recent changes in the higher education system, Vietnam’s development has largely impacted students and educators. Even as the education system begins to modernize, many of the original Confucian values still dominate the field. With this dynamic in mind, this project aims to discover students’ expectations and preparations for university. An early step in developing an assessment framework for the Southeast Asia Primary Learning Metrics (SEA-PLM) was determining how to design and construct a single assessment program across all ASEAN member countries. This step needed to take account of the similarities and differences in the curriculum frameworks in each country for the four domains to be assessed through SEA-PLM: Mathematics, Reading, Writing and Global Citizenship. This account was achieved through an audit of the curriculum materials from 11 ASEAN countries, comprising those countries already participating in the SEA-PLM field trial, and others likely to join SEAPLM in the future. Evaluation Of A Broadly-Based Control Model Of Fascioliasis (Liver Fluke) In Central Vietnam, T M. Quy, Heather Yeatman

Fascioliasis (liver fluke) has raised significant public health concerns in the 15 regional provinces of Central Vietnam. However, comprehensive strategies for fascioliasis control are not in place with reliance on chemotherapy as the main control measure. This study implemented a broadly-based control model comprising of five main components: vector control, health education, improvement of local health systems, involvement of concerned bodies, and chemotherapy. Following the intervention, significant reductions in seroprevalence (4.2% vs. 8.8%, p<0.05) was found in the Intervention 1 commune (broadly-based model), but not in the Intervention 2 commune (model comprising of human chemotherapy and animal chemoprevention) or the Control commune (Control commune, human chemotherapy only). Improvements in knowledge and practice of fascioliasis control were found in the intervention communes 1 and 2, although there remained significant differences in the levels of awareness in these two cohorts (80.2% vs. 37.5% respectively, p <0.017). Considerable changes in practices were found in the Intervention 1 commune with all poor practice items reduced significantly in comparison with the baseline level (p<0.017). Findings in this study also supported the effectiveness of the recommended chemotherapy (triclabendazole 250mg, 10mg/kg body weight) for selective treatment of fascioliasis. Having established the effectiveness of the broadly-based control model, it is important to explore the factors that enable, or act to impede, the implementation of a broadly based control model.

Washback, or the influence of testing on teaching and learning, has received considerable attention in language testing research over the past twenty years. It is widely argued that testing, particularly high-stakes testing, exerts a powerful influence, whether intended or unintended, positive or negative, on both teachers and learners. This article investigates the washback effects of a high-stakes English language proficiency test, the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT), in Vietnam. Asian teachers’ reluctance to empower students has been claimed to be an significant barrier preventing their students from practising student-centred learning. To promote student-centredness in Asian classrooms, this study aimed to develop strategies that could enable Asian teachers to delegate part of their authority to students. Twelve college teachers and six hundred and fifteen Vietnamese college students participated in this one-semester study. The results revealed that ‘artificial’ innovations such as forming group work and regularly questioning students in class did not mean empowering students in active learning. We describe and analyze a pedagogical experiment that introduced a broad and holistic perspective on complete farming systems, systemic learning tools, and a participatory learning strategy at an early stage in agronomy education. The paper describes the adventure of three students, who came from a conventional agronomy program at the Swedish University of Agricultural Sciences (SLU), who were frustrated with the lack of integrated approaches to the study of agricultural systems and a strong focus on molecular-level processes in their first year of education. The Socialist Republic of Vietnam is experiencing unprecedented peace and prosperity. Although Vietnam's war-damaged economy continued to decline for ten years after hostilities ended in 1975, everything changed in 1986 when doi moi, a moderate economic reform program, was introduced. Doi moi put enormous stress on higher education, whose function in the past had been to train workers for the state sector. Suddenly, higher education had to respond to the changing needs of Vietnamese society.
