Principal leadership has been widely considered as a significant factor for school improvement and student learning. However, there are discrepancies among previous findings and controversies on both the magnitude and nature of the relationship between principal leadership and student achievement. The purpose of this study is to further the understanding of whether and how principal leadership influences student achievement.

Their work has become increasingly challenging over past decades due to demands for increased accountability and a decline in fiscal and human resources. For nearly two decades, schools throughout the United States and beyond have utilized the Professional Learning Community (PLC) model to foster teacher collaboration in hopes of improving student achievement outcomes. At the turn of the century, much of the research suggested a positive relationship between student achievement outcomes and the implementation of PLC’s in the school setting. The more recent research suggests little to no relationship between PLC’s and student achievement outcomes.

The No Child Left Behind Act of 2001 has brought accountability to the world of education. The Act’s purpose was to bring a standards-based educational reform process nationally by establishing measurable goals and high academic standards for students and teachers. The mandate to the states from the federal government specified that each state set up incremental assessments of all children, and schools have responded with significant efforts to improve student outcomes. One factor, teacher-to-teacher trust levels, has been shown through research (Bryk & Schneider, 1996) to improve professional working environments and student learning.
