Underrepresentation of women in the position of school superintendent is an ongoing dilemma impacting social constructs, as well as public education. The few Hispanic females that lead schools tend to be employed in rural schools. The dearth of female Hispanic school superintendents questions the factors impacting such a trend. This study explored the factors contributing to the low rate of Hispanic female superintendents; attempted to understand the extent to which Hispanic women are more likely to secure positions in small rural school districts; and examined the discrimination issues these women may have experienced. In contrast with recent decades of economic growth and stability, today's education funding landscape appears to be entrenched in a pattern of diminishing financial resources that may persist for a number of years. This is occurring also amid unprecedented efforts by lawmakers and public officials to intervene in school reform work. School leaders, specifically superintendents of the public school districts, are expected to make difficult leadership decisions in cutting back and downsizing the district organization while still maintaining an innovative and positive environment in schools. [Excerpt] This chapter presents analyses of the compensation and mobility of school superintendents in New York State during the 1978-79 to 1982-83 period. The focus is on school superintendents because they are the chief operating officers of school districts, their salaries are determined through individual "negotiations" with school boards, and their salary data were made available to us. In contrast, school principals' salary data were not available to us. Especially in large districts, principals tend to be members of a union and their salary increases negotiated collectively, which limits the likelihood of observing individual principals' salaries being related to measures …

Analyzing 197-83 panel data from more than 700 New York State school districts, the authors find evidence that school superintendents were rewarded, both by higher salary increases and by enhanced opportunities to move to belter-paying jobs, for having low school tax rates and high educational achievement within their districts, relative to the values of those variables in comparable school districts in the state. The rewards were, however, quite small. The analysis also suggests that the superintendents themselves did not significantly influence either school tax rates or educational test scores in their districts.

Women have entered the New York State public school district superintendency in increasing numbers over the past two decades. Traditionally a male dominated field, these women have successfully addressed various personal, career and district factors to obtain these positions. In this study, 121 actively employed women superintendents were surveyed regarding factors that may be contributing to their job satisfaction. Thirty independent variables related to access to the superintendency were analyzed relative to job satisfaction variables. Job satisfaction was measured through overall experience, the likelihood that one would rechoose the superintendency as a career goal, and overall satisfaction with specific responsibilities …

The purpose of this study was to explore the comprehensiveness of educational leadership programs regarding the extent of appropriate business knowledge attained by public school administrators. Portions of the study included a discussion of current licensing practices, academic governance, basic business requirements for leadership and management, and basic financial literacy. A further purpose was to measure the perception of how the inclusion of specific business-oriented graduate education in the certification process might increase the initial success of administrators.

The cycle of change and superintendent replacement in a public school district was documented and later named Dissatisfaction Theory by Iannaccone and Lutz (1970). Since then there have been multiple studies that have further documented failed relationships between the values of the community, the school board, and the superintendent. The research has demonstrated that dissatisfied voters replace school board members who in turn replace the superintendent with someone who will reflect the ideology and policies desired by the community.

This study investigates and identifies the factors impacting the superintendency and examines them, positive and negative, as they influence potential and current superintendent certificate holders to complete the process of applying for a superintendency. Three sample groups were used in this study: current Maine superintendent certificate holders, students enrolled in graduate administration classes, and currently practicing superintendents. These three groups were selected because of their unique positioning on the career ladder to the superintendency (Burnham, 1988). The aggregate sample included 236 respondents, comprising 82 superintendents, 90 certificate holders and 64 students. Three survey instruments were designed for this study specifically …
