Formal education can be carried on in many settings ranging from simple one-teacher school in a small district to a multi-school system offering an extensive number of services. Because not all districts are equally efficient, from time to time it is necessary to reevaluate the administrative structure of education in a particular area. The vast number of school districts in Washington State has been greatly reduced over a period of years by various consolidation and reorganization laws. These laws cover a span of over sixty years, and many revisions were innovated during that time. An attempt shall be made to expose the reasons why school districts have been reorganized with a short historical background which ultimately affected consolidation. The basic or main laws governing reorganization shall be written in sequential order from 1903 to 1957.

There have been many organizational plans, including the departmental, intended to improve the "self-contained classroom" so as to increase the child's intellectual development without hindering his personal-social development. It may be that one or more of the new plans will improve the self-contained classroom. Research evidence, not plain argument, must be relied upon to provide the answers needed. There is very little research evidence to support the claims for any elementary school plan, the self-contained classroom plan not excepted.

Substitute teaching is an area of tremendous importance in every school system. It is estimated that there is an average daily absence of 10 per cent among regular faculty members. If the substitute teaching program is ineffective, this means that 10 per cent of all classes and class time is wasted. It is essential that a school system have an effective program to provide for the absences of regular teachers so that there will be no appreciable loss in the educational program.

Educational administration exists to develop and guide the educational program. Every local public school system is a legal agency of the state for the conduct of public education. State laws usually set up the administrative units for school districts and places upon local boards of education the responsibility for the management of the local schools. The purpose of this study is to reveal the true status of the present incumbents in the offices of county superintendent of public instruction in Kansas. This involves three problems: first, to show the age, sex, salary, tenure of office, and the qualifications; second , to show the duties of the county superintendent and the distribution of time allotted to each; and, third, to show the methods, the objectives, and the outcomes of supervision.
