A skill gap in Problem Solving in Technology-Rich Environments (PS-TRE) between U.S. Baby Boomers and younger generations has been documented in previous studies using the Programme for the International Assessment of Adult Competencies (PIAAC) Survey of Adult Skills (Rampey et al., 2016). Bringing this generation of workers up to speed in this competency area is important because older workers are a growing segment of the U.S. workforce with 13 million employees expected to be age 65 or older by 2024 (Toossi & Torpey, 2017). Learning Experiences And College Access Of American Workers: Evidence From Piaac, Chang Sung Jang, Junghwan Kim, In Tak Kwon

Using the U.S. data from the Program for the International Assessment of Adult Competencies (PIAAC), this study aims to explore how work-related learning experiences of working adults influence their sub-baccalaureate or baccalaureate degree-seeking in higher education institutions (HEIs). Given many jobs in the U.S. that require higher education credentials, we examined how formal and informal work-related learning experiences are associated with the college access of working adults who have a high school diploma. The multinomial logistic regression results show that work flexibility, distance learning, and private learning experience are positively related to working adults’ college access. Learning at work has the potential to be an important contributor to employee performance and professional advancement. Yet, gender inequality is prevalent in many workplaces and may influence the types and quality of learning to which employees are exposed. The Programme for International Assessment of Adult Competencies (PIAAC) is an international survey of adult skills that covers reading literacy, numeracy and problem-solving of 16-to-65-year-old adults. This paper focuses on the development and evolution of the reading and numeracy aspects of PIAAC and presents an overview of Australian performance in PIAAC, the social and economic outcomes associated with literacy and numeracy proficiency and the literacy and numeracy standards for graduating teachers.

This study examined the relationship between adults’ readiness to learn (RtL) and skill acquisition and use in the US sample of the PIAAC. RtL showed significant effects on each of the observed skill use outcomes. It was the strongest predictor of reading and writing skill use at home.

This paper describes key aspects of the frameworks for the assessment of adult numeracy and mathematical literacy in PIAAC and PISA, which are OECD two flagship programs for international comparative assessment of competencies.
