The UMass Boston Early Education CUSP is led by a multidisciplinary team that designed the simulator and uses it to produce current, relevant, accurate, and responsive estimates about the key impacts of proposed legislation to expand access to affordable, quality child care and early education. One of the simulator’s valuable features is that it can produce estimates for a range of policy parameters and provisions. The team will release additional briefs in the coming months to offer a more detailed look at the impacts outlined in this initial publication. In this report, we will provide a descriptive analysis of the main trends in educational achievement for Latinos in Massachusetts in the period 2010-2022. We highlight areas in which Latino students have made considerable progress since the publication of the 2010 Gastón report “The State of Latinos and Education in Massachusetts: 2010,” along with other areas in which progress has stalled and/or been reversed. The data presented cover only until 2020, before the full effects of the Covid-19 pandemic were felt. We end with recommendations for further development of a Latino Education agenda.

Indians In The Archives: A History Of Native Americans, Pakachoag Hill And Holy Cross, 1674-1973, Jack Hynick

Of Life and History

Native people are conspicuously absent from the official and popular history of the College of the Holy Cross. Extant records from the Holy Cross archives, the American Antiquarian Society, and digitized reports from the Commonwealth of Massachusetts are filled with references to Native people at Holy Cross and the surrounding Worcester area. By addressing the history of the land, the experiences of Native people on Pakachoag Hill, the roles played by Holy Cross community members in settler colonialism, and the use of Native imagery, this paper hopes to correct a blinding omission in the story of the College.

From Teacher Improvement To Teacher Turnover: Unintended Consequences Of School Reform In Quincy, Massachusetts, 1872-1893, Jeremy T. Murphy

The “Quincy Method” is widely considered a successful nineteenth-century school reform. Pioneered by Francis Parker in Quincy, Massachusetts in 1875, it fostered broad pedagogic change in an ordinary school system, transforming Quincy into a renowned hub of child-centered instruction. This article revisits the reform and explores its interaction with the Massachusetts teacher labor market. In a market characterized by low wages and an oversupply of teachers but few experienced, well-trained ones, teachers used Quincy's reform to obtain higher-paying, higher-status positions while municipalities used it to recruit competent applicants. As the number of students with anxiety increases, elementary school professionals are becoming more aware of the signs, behaviors, and negative outcomes that are shown in a young student with anxiety. This study examined the impact that anxiety has on elementary students’ social and academic growth in the classroom. Interviews were conducted with seven elementary school teachers, two school counselors, and one school nurse from a variety of districts in Eastern Massachusetts. This qualitative study examined the lived experiences of seven undocumented immigrant college students living in Massachusetts as they negotiated the sociocultural, socioeconomic, and institutional challenges of their college experience. Three research questions guided this study: (1) What role do undocumented college students believe sociocultural factors play in influencing an immigrant student’s successful college experience? (2) What were the various ways undocumented college students reported institutional and economic factors that affected their college experiences? The purpose of this research study was to investigate the moral and legal issues around physically restraining students in Massachusetts public schools. As Massachusetts law is written, the use of restraints on a student should be the last possible resort. However, this thesis used data on restraint use from the Massachusetts Department of Education and a survey of school administrators to gain a better understanding of the 38,994 student restraints that were used in 2016-2017 school year. The purpose of this qualitative study was to describe urban public high school social studies teachers’ perceptions of social studies curriculum narrowing and its influence on their professional identity within the context of Massachusetts’ school accountability policies. How Does Performance Funding Impact The Open Access Mission Of Community Colleges In Massachusetts?, Walter T. Brooks

The purpose of this case study of four community colleges was to determine if the Massachusetts Performance Funding Formula (MAPFF) has negatively impacted access in two threats to access: 1) decreased affordability; and 2) restriction of admissions, enrollment, and recruitment in fiscal years 2014, 2015, and 2016. Participating senior administrators provided their perceptions of how the Massachusetts Performance Funding Formula impacted student access and their institutions. Access was negatively impacted by decreased affordability due to significant increases to tuition and fees the students pay. Access was also negatively impacted by a reduction and elimination of programs, courses, and sections.

Community colleges carry out dual missions providing occupational and collegiate preparation in local communities across the United States. These institutions prepare students for advanced study via transfer policies that lead to enrollment in baccalaureate institutions. State higher education systems use transfer and articulation policies to strengthen academic pathways between two-year and four-year institutions. These policies rely on established governance to facilitate student transfer between sectors. Since 2007, Boston has made tremendous strides in shedding its designation by Bicycling Magazine as one of the “Worst Biking Cities” (Zezima, 2009, p. A12) by designating over 92 miles of bike lanes throughout the city and introducing bicycle initiatives like Boston Bikes, the Hubway bicycle sharing program. These efforts have resulted in a dramatic rise in the number of cyclists in Greater Boston and a decrease in accidents involving bicycles ((Pedroso, Angriman, Bellows & Taylor, 2016). The objective of the research was to better understand the experiences and outcomes of Latino students in Massachusetts charter schools. To reflect the diversity of the Latino population in Massachusetts, this research is built on comparisons of demographics and student outcomes between traditional public school districts and the charter schools that serve each school district.
