Objective: Our objective was to examine the perceptions regarding the teaching and learning of English of students in 16 undergraduate programs at a state public university in Mexico.

Method: In our qualitative case study, participating students responded to queries about their experiences learning English at the university, as well as their educational aspirations upon completion of their university studies.

Results: Despite their relevance to language immersion and competency, students struggle to combine prior experiences with current learning. Given Mexico’s English education system and past national initiatives, most participants say they still speak basic English. It is also clear that the …

The Impacts Of On-The-Job Training On Labor Market Outcomes Dual Training System In The Philippines, Futoshi Yamauchi, Marites M. Tiongco, Taejong Kim, Kye Woo Lee

This paper estimates the impacts of the Philippine Dual Training System (DTS) on labor market outcomes using a recent survey that tracked graduates from DTS and non-DTS programs provided by vocational training institutes. DTS programs partner with local employers to combine on-the-job training (OJT) with the conventional school- or center-based instructions, while non-DTS programs consist solely of the latter. The estimation results in Fuzzy Regression Discontinuity Design show a significantly positive impact on the most-recent monthly earnings. Quantitatively, the impact on the most-recent monthly earnings attributable to DTS is large, that is, more than 75% increase relative to the average …

In this article, Diana D'Amico, Robert J. Pawlewicz, Penelope M. Earley, and Adam P. McGeehan examine the racial composition of one public school district's teacher labor market through teacher application data and subsequent hiring decisions. Researchers and policy makers have long noted the lack of racial diversity among the nation's public school teachers and identified supply as the root cause. Using a historical framework and problem definition theory, the authors question this supposition and explore the issue as a function of demand. This paper will compare the Lifetime wage earnings of immigrants and native-born citizens in the U.S. for the years 2000-2010 according to educational attainment using cross-sectional data. The data obtained through IPUMS-CPS Integrated Public Use of Microdata Series, University of Minnesota. The findings of investment in Human Capital of Mincer (1958), the Immigrants earnings distribution of Chiswick and Miller (2006), the Pareto’s law of income distribution, and the immigrants investment in human capital model by Duleep and Regets (1999) are the theoretical basis in which this study will be ruled. This study utilizes data from a number of sources to estimate how lawyers' starting salaries relate to their ability, the quality of law school they attended, and whether the law school was a private institution. Based upon this analysis, a benefit—cost analysis is conducted of the value of attending a high-quality private institution. Analyses are also done of how the financial attractiveness of law vis-a-vis other careers has changed in recent years and a conceptual framework discussed for law schools to use in allocating their financial aid resources.

The National Assessment of Educational Progress (NAEP) reports that only 7.5 percent of 17 year old students can "integrate specialized scientific information" (NAEP 1988a p.51) and 6.4 percent "demonstrated the capacity to apply mathematical operations in a variety of problem settings." Improving principal quality in Arkansas may be a partial solution to the public policy problem of low performing public schools. Just as policymakers in other states are beginning to explore incentive-based compensation policies to improve principal quality, education policymakers in Arkansas should look to these policies as a way to align goals and minimize agency costs. Setting incentives tied to transparent, publicly available performance measures can resolve monitoring difficulties inherent in principal-agent relationships and can improve goal congruence by signaling clearly about policy priorities.
