The Battle Over Wastewater Between Woonsocket And North Smithfield, Melissa Prosky

From 2012-2017, the communities of Woonsocket and North Smithfield engaged in a protracted dispute concerning wastewater disposal. For thirty years, the two jurisdictions had maintained a signed service agreement. Following its expiration, however, Woonsocket imposed a new host fee on North Smithfield. Woonsocket needed to upgrade the facility in order to comply with mandates from the RI Department of Environmental Management. Over the next five years, leaders from both jurisdictions vociferously fought over the new fee. At the same time, leaders within communities experienced their own divisions. This case study highlights the challenges that decision makers faced in both communities. …

Connecting School And Child Welfare Systems To Students In Foster Care, Tonya Glantz

Barriers to collaboration between professionals in the school and child welfare systems are impeded by poor communication, a lack of cross-disciplinary language, and confusion regarding professional practices. This study, the Education Collaboration Project (ECP), addresses the importance of understanding school success for students in foster care through the voices and actions of the key constituent groups: students with foster care histories and professionals from the school and child welfare systems. Also included in a small component of this study were foster parents who participated via an anonymous survey. The Buck Stops Here: Outside Grants and the General Education Curriculum Change Process describes the process of general education curriculum change in six New England institutions. All had received money from foundations or governmental agencies to assist them in reforming their general education curricula. The essay is an examination of the importance of outside funds in the process of designing and implementing major changes in the general education curriculum. It explores when outside funds are most helpful and how institutions and funding agencies can improve the change process.
