The development of highly effective teachers is of interest to school systems because the quality of the teachers is associated with students' success. This study explored the relationship between teachers' participation in a job-embedded model of professional development and students' achievement in reading.

Teachers in the third grade and fifth grade at five different elementary schools received more than 100 hours of training. The reading achievement scores of students assigned to these teachers were compared to the scores of students whose teachers did not participate in the training. Findings in this study were mixed. In order to help a group of introductory-level music students achieve a foundational understanding of music theory, a series of computer-based instructional modules were developed using a system called Technology-Assisted Language Learning (TALL). This system, though primarily intended to be used in developing natural language-based instruction, was designed to be flexible enough to handle a broad range of academic subjects. The design of the instruction was largely accomplished via formative evaluation, where student and expert reviews of prototypes played a significant role. According to the United States Department of Education, teacher quality is one of the most critical aspects of the teaching and learning process. The No Child Left Behind Act of 2001 (NCLB) has required that state agencies assume the responsibility for increasing student achievement and ensuring teacher quality by the end of the 2005-2006 school year. Sure Start is the Government's programme to support children, families and communities through the integration of early education, childcare, health and family support. In the latter part of the 20th century evidence was accumulating about the effectiveness of various intervention programmes for young children in disadvantaged families. Some small-scale interventions were evaluated by randomised control trials as in the case of the Abecedarian project (Ramey et al., 2000), the High/ Scope Perry Preschool Project (Schweinhart, Barnes, & Weikart, 1993) and evaluations of home visiting (e.g. Olds, 1997). Others were evaluated by quasi-experimental methods as with the large-scale Head Start project (e.g. Barnett, 1995; Kresh, 1998). Despite some weaknesses in the evidence for large-scale interventions, the accumulating evidence of the benefits of early intervention …

The Australian government has instituted a quality management system for higher education that it claims will improve university efficiency, accountability and quality. Critics assert that the current quality management system is detrimental to universities and undermines the capability of universities to deliver maximal benefits to individuals and to society. In the past ten years, evaluation, as a professional field, has undergone significant development in several countries in Latin America and the Caribbean (LAC). Four considerations provide clear evidence of such development: (1) establishment of professional evaluation organizations; (2) intensified dissemination of ideas and use of professional evaluation in the three key societal sectors: government, private, and philanthropic; (3) increased number of evaluation-related publications; and (4) growing establishment of short-term and graduate-level training programs in evaluation.
