Alternative high schools in the United States perform a significant role for students who drop out, are pushed out, or fall out of conventional high schools. An essential function of alternative high schools is to support some of the most underserved students in the country to graduate from high school. High school graduation is a major factor associated with higher incomes, better health, longer life expectancy, and less involvement in the criminal justice system. This memoir essay was originally intended to revisit a time when instructional supervision became the ubiquitous practice in a ‘golden age of supervision,’ and to valorize colleagues who contributed their scholarly canons to the field. An introductory narrative describes the goals and hopes of a field that emerged through Morris Cogan’s popular clinical supervision, and other scholars who adopted and altered his principles with dreams of a road to effective school reform. This paper explores multiple logics of accountability by examining patterns of control of various school functions under different accountability systems. Research has shown that accountability is a global phenomenon, but how accountability is understood and enacted is locally contextualized, which implies the existence of multiple logics of accountability in practice. By linking theoretical arguments rooted in literature to empirical evidence observed in TALIS 2013, we aim to theorize logics of accountability and then demonstrate the existence of those logics across countries. We first developed a framework of logics of accountability: control-based, professional-based, test-based, and process-based accountability. We then empirically analyzed …

Public education accountability rests almost exclusively with schools rather than governments. This paper explores its three dimensions: economy, efficiency, and effectiveness. Performance indicators of these dimensions were developed which facilitated testing of significant differences in means over time using analysis of variance. Only salary and wage expenditures per instruction personnel exhibited greater economy. Instructional equipment per pupil was related to increased efficiency. Several indicators suggested enhanced effectiveness. Student/teacher ratio declined and top performers in public schools improved in achievement. Graduation rate, an indicator of achievement and participation, significantly rose in recent years. In summary, several effectiveness indicators revealed encouraging trends …

When No Child Left Behind (NCLB) was signed into law in early 2002, many hoped the legislation would help reduce achievement gaps among traditionally underperforming populations. For Hispanic students specifically, however, NCLB has contributed to educational inequality, school segregation, and high drop-out rates in major ways. Given these outcomes and trends, it is surprising that members of the Congressional Hispanic Caucus (CHC) and other Hispanic American interest groups overwhelmingly supported NCLB despite potentially being able to anticipate how the law would hurt Hispanic students. Unlike their private school counterparts, charter schools receive public funding but are relieved of some of the bureaucratic and regulatory constraints of public schools in exchange for being held accountable for student performance. Studies provide mixed results with regard to charter school performance. Charter schools are, by definition, schools of choice, and this means that observational data methods are required for comparing such schools with others. In observational data contexts, simple comparisons of two groups such as traditional public and charter schools typically ignore the inherent and systematic differences between the two groups. In this study, the researcher explored collegiate faculty use and perception of learning- centered strategies to assess student performance on various learning tasks. Through this study, the researcher identified the assessment strategies that faculty participants most frequently used, as well as the strategies that they perceived to be most effective. These attempts have generated many contradictory viewpoints and have produced many unanswered questions. The purpose of this study is to explore, through semi-structured interviews, public school educators' perspectives on how they interpret and cope/deal with the current high-stakes educational climate. This qualitative study explores how teachers interpret and negotiate top-down mandates and the effects of such mandates on self-efficacy, professional autonomy, and stress. It also investigates what sources of inspiration and/or support perceived by teachers as helpful in cultivating resilience. Semi-structured interviews with seven public elementary school teachers in a Southern California district served as the primary sources of data.

Growth models are used extensively in the context of educational accountability to evaluate student-, class-, and school-level growth. However, when error-prone test scores are used as independent variables or right-hand-side controls, the estimation of such growth models can be substantially biased. This article introduces a simulation-extrapolation (SIMEX) method that corrects measurement error induced bias. The SIMEX method is applied to quantile regression, which is the basis of Student Growth Percentile, a descriptive growth model adopted in a number of states to diagnose and project student growth. A significant leadership challenge exists while leading others without legitimate or formal authority. Leading without legitimate authority may require different and limited leadership skills and competencies, especially when leading peers. This quantitative study analyzed the leader competencies and skills needed for effective peer leadership.
A literature review identified four competencies cited frequently as important: (a) communication; (b) support; (c) mental/hard work ethic; and (d) reflection/feedback. Analysis of an ROTC leadership assessment database provided convergent validity for the literature review while adding one additional competency, physical. This study proposed to analyze the effects that sociodemographic variables have on Virginia Standards of Learning (SOL) exam passing rates. By analyzing Census data along with passing rates from the Virginia Department of Education, the researcher determined if the independent variables white, non-white, poverty, female-headed household and foreign born explained variance in the SOL passing rates. By using linear regressions for each independent variable as well as a regression for a combination of the independent variables, the researcher was able to show the amount of variance that was explained. In this interpretive analysis elucidating fundamental tensions of the implementation of the 2001 No Child Left Behind (NCLB) Act within Native-serving schools, we point to ways in which NCLB further limits the already contested sovereignty tribes exercise over how, and in what language their children are instructed. We discuss issues related to the self-determination exercised by schools, some problematic cultural assumptions inherent in the NCLB law, and the legal tension between NCLB and the 1990/1992 Native American Languages Act. The stakes associated with student performance have been raised to new highs under the No Child Left Behind Act (NCLB, 2001). Many people are concerned with the adequacy and appropriateness of the statistical models used in identifying low-performing schools for educational accountability.
