Rural school districts often face unique challenges such as limited resources, attracting and retaining qualified teachers, and varied offerings of professional development opportunities and training. This study substantiated these challenges and revealed the challenges presented when educators do not consider the cultural and linguistic factors that exist among the student population when considering academic and behavioral interventions. This qualitative investigation explored how general education teachers in a public school district in the northeastern United States experienced the special education eligibility process for African American/Black and Hispanic/Latino students in a rural community. This study examined teachers' perceptions on language acquisition and education practice for English Language Learners (ELLs) to further address the disproportionality concern in education and identify the areas of training needs for classroom teachers as education renovation. A total of 222 participants voluntarily participated in this study. A Mixed Methods approach was used to conduct the study and analyze the data. The results showed that most participants did not have formal training in second language (L2) or learning experience but they had already taught ELLs. Working with ELLs and their parents was considered challenging for five common reasons. Language barriers …

The purpose of this qualitative case study was to examine middle school teachers’ perceptions of the influence that restorative practices have on the middle school classroom environment. For the purpose of this study, seven middle school teachers were selected who have implemented restorative practices in their middle school classrooms to provide feedback. Findings suggest that overall restorative practices have a positive influence on the classroom. The findings from this study can be used with teachers, administrators, counselors, parents, and school and district support staff to help create a positive campus culture between students and adults in middle school classrooms. This study examines the disproportionality in special education, regarding African American students being overrepresented, specifically under the disability category of Emotional Disturbance (ED) within the state of Pennsylvania. Demographic information was collected with the use of secondary data provided by the Pennsylvania Department of Education, using 648 educational programs across 29 intermediate units. Data were analyzed with statistical representation of percentages as related to risk composition and the E-Formula. The results yielded an average risk of African American students being two times more likely to be diagnosed with ED than their White peers. Additional results from the calculation of the …

Disparities in discipline are well documented throughout our nation as the gap continues to increase (Losen et al., 2015; Losen & Skiba, 2016; Raush & Skiba, 2004; The Civil Rights Data Collection, 2014). Though Black students comprise only 16% of the student population in the United States, they account for nearly half of school suspensions and expulsions (The Civil Rights Data Collection, 2014). Early childhood is a crucial time in a child's development and is often the entry point for a child experiencing developmental delays in the special education process. Parents play an essential role in the special education process as the child's primary caregivers. This study examined the decision-making process of economically disadvantaged Black and Hispanic/Latinx parents as they provide input on classroom setting decisions during preschool IEP creation. For this study, I explored the degree of implementation of the Positive Behavioral Interventions and Supports (PBIS) framework and the existence of disproportionality of formal school disciplinary responses to behavioral occurrences by race/ethnicity, sex, special education status (SPED), and socioeconomic status (SES) of students. Further, I investigated the relationship between a school’s degree of implementation of PBIS and the existence of disproportionality by race/ethnicity, sex, SPED, and SES, and investigated the differences in the existence of disproportionality in schools that fully implemented PBIS and schools that did not fully implement PBIS.

Ongoing advocacy to extend legal protections and utilize dispute resolution procedures contributed to special education’s reputation for being litigious. This capstone seeks to examine multiple factors that affect Black youth in Chicago Public Schools (CPS) during the psychological evaluation process, and subsequently develops a coaching model for CPS school psychologists to provide more ethical and equitable psychological evaluations for Black youth. An analysis of the system of CPS finds that Black students are more likely to receive special education services and be placed within restrictive settings in special education than their white peers. The purpose of this qualitative case study was to identify restorative practice strategies than can be used to reduce disproportionality in school discipline in Texas schools. Exclusionary discipline practices have created disproportionality in school discipline. While zero-tolerance policies are no longer considered effective in addressing conflict in schools, many schools are implementing restorative practices as a promising alternative. Restorative practices have shown to contribute to positive school culture, specifically by improving student achievement, improving attendance, improving student-teacher relationships, and lowering discipline issues. A growing body of evidence indicates that students of color, most specifically African American males, receive the highest rate and most severe forms of exclusionary discipline (suspension and expulsion). The policies adopted by the Exceptional Children’s Education Act (2016) enabled disproportionality within LEAs by overlooking undocumented classroom removal practices, underestimating the monitoring and reporting criteria, and overlooking non-dominant cultural and linguistic groups within the Colorado community. Using secondary data from a NY Kids comparative case study conducted in 2017-2018 of two positive outlier high schools, the purpose of this dissertation was to learn more about their discipline practices and the role secondary school leaders play in shaping those discipline systems. Tasked with ensuring that school environments are safe and orderly, school administrators spend an increasingly inordinate amount of time and energy on managing student discipline. Often, when students commit egregious behaviors or violate school policy, schools resort to out-of-school disciplinary consequences, i.e. suspension, expulsion, or alternative educational placements, in attempts to reduce problem behaviors from recurring. This article addresses long-standing data from federal government agencies documenting concerns regarding the use of school discipline and suspension indicating that Black students are referred for discipline and/or suspended at a higher rate than students of other ethnicities. It provides students with disabilities access to the general education classroom and the ability to learn. This study explored the role of federal policy in improving school climate, and examined how federal policy, specifically the Every Student Succeeds Act (ESSA) is being implemented at the state-level to address school climate issues. A qualitative multiple-case study design with content analysis was used as the leading approach to understanding how states are implementing ESSA’s school climate measure for accountability. An Intersectional Analysis Of Disproportionality Of Dual Language Learners In Special Education In Virginia: A Mixed Methods Study, Melissa J. Cuba

The disproportionality of dual language learners (DLLs) in special education has been a persistent and complex issue for decades. These students have multidimensional identities that require a look at how they are positioned in school systems and the broader social landscape. Using a multilevel model of intersectionality and an explanatory mixed methods design, this study examines how social categories, practice, and policies influence the representation of DLLs in special education in Virginia, a state where DLLs represented 13 percent of the total student population in 2018-19.
