Cost Estimate For A Two-Year Beloit Promise, George A. Erickcek

This report provides a cost-estimate of a two-year universal, place-based scholarship program for the School District of Beloit. The scholarship could be used at any technical two-year public college in Wisconsin. The cost estimates of a first-dollar and middle-dollar scholarship program, which would require students to complete their FAFSA, are provided to the year 2023. This report is based on modifying an impact model constructed by the Upjohn Institute for the School District of Beloit to estimate the potential fiscal impact of a four-year scholarship program.

In order to study whether college scholarships can be an effective tool in raising students’ performance in secondary school, we use one aspect of the Kalamazoo Promise that resembles a quasi-experiment. The surprise announcement of the scholarship created a large change in expected college tuition costs that varied across different groups of students based on past enrollment decisions. This variation is arguably exogenous to unobserved student characteristics. We estimate the effects of this change by a set of “difference-in-differences” regressions where we compare the change in student outcomes in secondary school across time for different student “length of enrollment” groups. …

Longer-Term Effects Of The Kalamazoo Promise: College Enrollment, Persistence, And Completion, Brad Hershbein

This project will examine the effects of the Kalamazoo Promise on college enrollment, persistence, and completion using merged administrative data sources. The study will employ two approaches for identification: (1) differences-in-differences between eligible and non-eligible students before and after the Promise with and without inverse-probability treatment weights, and (2) propensity score matching of students from neighboring school districts. The study will explore standard heterogeneous treatments by gender, ethnicity, and socioeconomic status as well as by high school grades and standardized test scores. The author examines whether gains of learning of Asian students are the same or different if they are from (a) East Asia, (b) South and Central Asia, or (c) Southeast Asia at undergraduate and graduate levels. Results indicated that East Asian students’ gains of learning in personal development, science and development, general education, vocational preparation, and intellectual skills were statistically different from other students from South and Central Asia and Southeast Asia. This research is a qualitative case study of graduate certificate programs offered in college counseling in the United States. This study presents historical and current information about eight different college counseling certificate programs and seven themes that describe these programs in the context of national college access and college readiness goals. Eight programs were identified at four schools in California, one school in Michigan, one school in Minnesota, and one school in Massachusetts. Undocumented college students face multiple barriers. This case study explores how a group of undocumented Latino/a students maintained a peer network. Using Stanton-Salazar's frameworks of empowerment agents, I discuss how students created a space on campus and navigated internal tensions threatening solidarity, including inclusion/exclusion, competition/support, and personal support/political engagement.
