The school board of a school district in South Carolina has proposed to increase class size in all schools due to mandatory budgetary reductions. However, at the secondary school level, the literature on the effect of larger class size on student achievement is conflicting. The theoretical framework by Lazear suggested that the minimization of negative externalities (i.e., problematic behavioral and academic characteristics of students) achieved through the mechanism of smaller class size impacts student learning. The Relationship Between Delivery Models And The Grade-Level Reading Development Of Sixth-Grade English Learners, Holly Arnold

This study examines the relationship between delivery models (the class size reduction model and the sheltered instruction model) and language development levels on the grade-level reading development of sixth-grade English learners (ELs) attending public middle schools in metro Atlanta, Georgia. The instrument used to measure grade-level mastery of reading standards and development is Georgia's sixth-grade Criterion-Referenced Competency Test (CRCT). Language development levels are measured and provided by the Assessing Comprehension and Communication in English State-to-State (ACCESS) test. The purpose of this study was to investigate whether ethnicity, gender, grade level and content area mediate the relationship between class size and student achievement. Twenty six educational research studies were collected for this meta-analysis. A meta-analytical approach using like data sets were used to report the most accurate information. Fixed and random effect models were used to ensure the distribution across different studies. A total of three studies were meta-analyzed for this research. During the 2000 legislative session, Georgia lawmakers felt there was a need to improve education in Georgia. The A-Plus Education Reform Act of 2000 was passed in response to their concerns. One section of this act mandated that public schools reduce class sizes. This mandated reduction in class size has had different impacts on Georgia school systems. Successful implementation has been a daunting task for some school systems. School systems have reported different experiences and challenges during the initial phases of implementation.
