The research problem addressed by this study is that educators do not know how students’ assessments are being used for data-driven decision making to plan for instruction and design curriculum. Data-driven decision making has been implemented throughout the Southeastern region of the United States for several years as part of public-school reform efforts. The Hispanic population within the United States has grown to a considerable amount. The state of Florida’s population is 25% Hispanic, with projected estimates of this population continuing to grow in the coming years (Ortman & Shin, 2011). Statistics show that 28.3% of the state’s population, over the age of five, speak a language other than English at home. With this considerable number of Spanish-speakers comes the responsibility to adjust certain educational practices to best meet their needs. Vocabulary knowledge of preschool children is a key factor in predicting literacy success in elementary school (Hammer, Farkas, & Maczuga, 2010). However, few deliberate attempts to teach basic concept vocabulary have been studied (Bowers & Schwarz, 2013; Wilson, 2004). Students who are emergent readers and writers are often difficult to assess, as they are unable to communicate understanding in writing. From my observations, these students communicate ideas best through concrete forms of expression, rather than the abstract formation of letters and writing that is unfamiliar to them. Drawing provides an alternate form of expression from writing. Based on information found in literature review and personal experiences from working with students who are emergent readers and writers, pictures and drawings are a bridge to communicate ideas with these students. According to Hodkinson (2001) educational research in the UK has been passing through "a crisis of confidence" in the last decade as a result of several attacks upon its quality. The scope of this paper is to briefly highlight these „attacks‟ on educational research and then focus on one of its primary criticisms for an in-depth analysis. I mainly draw upon the work of Hargreaves (1996), Hammersley (1997) and Hillage, Pearson, Anderson and Tamkin (1998) but allude to other sources as well.
