The purpose of this study was to explore the present status of efforts to assess student-learning outcomes within the bachelor’s degree granting institutions of the campuses in one system of public higher education. Transforming low performing schools to ensure the academic success of Hispanic children situated in poverty remains an educational challenge. External factors impacting student learning are often targeted as the main reasons for poor academic achievement, thereby advancing the culturally deficit model. This study is about an elementary school that defied the deficit model as evidenced by its distinguished academic accolades. This instrumental qualitative case study examined a high performing elementary school on the Texas-Mexico Border in which high poverty Hispanic students made dramatic increases in academic achievement. Educational leaders continue to be challenged in terms of accountability measures for increased student achievement, as mandated by the No Child Left Behind Act of 2001 (NCLB). In particular, schools must show adequate yearly progress (AYP) reaching 100 % proficiency levels for all students in the areas of English language arts and mathematics by 2014. Understanding Resistance To Standardization In Education: The Tragedy Of The Commons As A Theoretical Framework, Grinell Smith, Colette Rabin

The purpose of this paper is to articulate how a theory, developed in 1968 by Garrett Hardin to describe how shared resources, or “commons” can become depleted, also elucidates the mechanism by which standardization of educational outcomes and assessment have come to dominate current education discourse. We then present results of a case study of a school struggling to succeed within a context of a district’s hyper-focus on standardized measures of success, and employ the theory to illustrate its usefulness to explain what we found at the school site. Distortion, Disparity, And Dubious Data: The Impact Of Accountability On Instructional Practice, Curtis Jack Barnes

This study examined the impact that state and federal accountability systems have had on instructional practice in two large Texas school districts by comparing the performance of students at these schools on individual items from the 2011 Texas Assessment of Knowledge and Skills (TAKS) and relating performance to item difficulty and the schools' accountability risk as determined by prior accountability performance. To make this comparison, schools were placed into accountability risk groups based on past performance on the No Child Left Behind Act's (NCLB) Adequate Yearly Progress (AYP) accountability instrument. The onus of this dissertation was to evaluate the educational conditions of Mexican American students forty years after the Mexican American Education Study published a six-volume study detailing the findings of the Mexican American Education Study (1970-1974). The MAES study focused on five southwest states Arizona, California, Colorado, New Mexico, and Texas. To learn the current status of Mexican American students, a three-tier scale of analysis was created. Each level of analysis had a specific focus: macro, meso, and micro.
