Race to the Top is a $4.35 billion United States Department of Education program created to spur innovation and reforms in states and local districts of K-12 education. It is funded by the Education Recovery Act as part of the American Recovery and Reinvestment Act of 2009 and was announced by President Barack Obama and Secretary of Education Arne Duncan on July 24, 2009. It advances that accountability and quality are critical components for student success in online education. The No Child Left Behind Act of 2001 (NCLB) brought high-stakes accountability testing into every American public school with the goal of 100 percent proficiency for all students. Making annual yearly progress (AYP) toward this proficiency goal for the total student population as well as at-risk subgroups was required in order for schools to avoid possible sanctions, such as school restructuring. In implementing NCLB, states had flexibility to determine the minimum size of these subgroups as to provide statistical reliability and accountability for as many schools as possible. Accountability measures employed in the country to determine the academic achievement of all the student population rely solely on the results obtained on the standardized tests. Such measures have often placed English language learners’ (ELLs) at risk of academic failure despite the fact that research on second language acquisition (SLA) has stated the complexity involved in the learning/acquisition process of a target language. In order to please God, a Christian college student should be committed to spiritual growth, accountability, as well as doing one's best academically. This project will examine the association between these three areas. Academic success will be measured among College Learning Strategies students using their pre-class and post-class grade point averages. A pre- and post-class survey will be administered to students in order to measure spiritual growth. Spiritual growth will be compared to a student's involvement in some type of accountability. Over the last twenty years, value added measures (VAMs) have proliferated in education research and policy. Whether applied to teachers, schools, or districts, VAMs have attempted to measure the contribution made by a unit of interest toward observed student outcomes, typically test scores in literacy and math. At the same time, a small number of states have developed methods to formally compare schools on those outcomes, and such methods may be used and intended in ways that qualify them as a kind of VAM. The purpose of this quantitative study was to investigate New Jersey superintendents’ hiring decisions of principals during the implementation of AchieveNJ, the educator evaluation system. This policy created mandates for school districts, which were nonexistent in the past. The 2013-2014 school year was the inaugural year for AchieveNJ, and it is unknown if this new mandate has influenced superintendents’ hiring decisions of principals and whether superintendents’ own estimations of the new policy will shape their hiring decisions. The study described the influence, if any, AchieveNJ might have on superintendents’ hiring decisions of principals. A substantial amount of literature exists on …

Since the development and implementation of the No Child Left Behind Act (NCLB) of 2002, educators have received pressure from local, state, and federal policyholders for students to achieve academically and for schools to make adequate yearly progress to avoid state and federal sanctions. The purpose of this study was to examine educators' perceptions of the effects of high-stakes testing and the accountability policies in high poverty and low poverty schools. The theoretical frameworks were conservation of resources theory, jobs demands-resources model, and job autonomy and control theory. The 2001 No Child Left Behind Act (NCLB) increased accountability pressure in U.S. public schools by threatening to impose sanctions on Title 1 schools that failed to make adequate yearly progress (AYP) in consecutive years. Difference-in-difference estimates of the effect of failing AYP in the first year of NCLB on teacher effort in the subsequent year suggest that, on average, teacher absences in North Carolina fell by about 10 percent, and the probability of being absent 15 or more times fell by about 30 percent. Reductions in teacher absences were driven by within-teacher increases in effort and were larger among …
