Financial aid administrators administer various aspects of financial assistance programs; oversee, direct, coordinate, evaluate, and provide training for program activities and the personnel who manage office operations and supervise support staff; and ensure alignment of student and institutional needs while protecting the public interest. They have long recognized the value of professional standards in this complex field. This study uses Peterson’s (2011) professionalization theory, 2010 archival data, analyses of variance, and risk estimation to examine the need for, benefits of, and level of support for certification, credentialing, and establishing basic core standards for financial aid practitioners. The standard model for college in America—a four-year bachelor’s degree that teaches critical thinking, analytic reasoning, and written communication skills—is unaffordable and unattainable for most Americans. Only about a third of citizens aged 25 and over have achieved a baccalaureate degree or better. Two-thirds are left behind in precarious jobs that pay substantially less and that are losing ground. The program described in this paper is the essential first step in reviving and reinitiating the delivery of aviation maintenance technology instruction. The demand for aviation maintenance technicians (AMTs) is rapidly increasing and there is a need to provide as many as 679,000 AMTs over the next 20 years (Boeing, 2016). Given the high cost of certification, new aviation maintenance schools are unlikely to be certificated in the near future, and ramping up the existing schools to meet the anticipated demand is unlikely without incorporating attractive cost-effective measures such as competency-based and distance education.
