Postsecondary Education As Triage: Returns To Academic And Technical Programs, Kevin Hollenbeck

This paper examines the labor market outcomes of individuals with various types of postsecondary educational experiences. In particular, it examines differences between students who have pursued technical education programs from those who have pursued academic programs and from those individuals who have not pursued any type of postsecondary education. Empirical evidence is presented concerning the relationship between economic outcomes and grades earned and the degree to which the labor market rewards credentials. Wage and earnings models yield different structural parameter estimates when based on the three different populations. The differences are most dramatic for high school background effects and for …

This study estimates the net impacts and private and social benefits and costs of 11 workforce development programs administered in Washington State. Six of the programs serve job-ready adults: Workforce Investment Act (WIA) Title I-B Adult programs, WIA Title I-B Dislocated Worker programs, Community and Technical College Job Preparatory Training, Community and Technical College Worker Retraining, Private Career Schools, and Apprenticeships. Three of the programs serve adults with employment barriers: Community and Technical College Adult Basic Skills Education, IBEST, and Division of Vocational Rehabilitation programs. This study examined the perceptions of community employers as to the skill levels of graduates from Career and Technology Education (CTE) programs. This study also examined the perceptions of former students of CTE programs. The skill level is the skills that the job market deem necessary to be successful in a particular industry. This study also determined if the skills being taught in secondary schools meet the needs of community employers.

The probe method (PM) is a learning model that equips students with essential learning strategies and skills so they can be successful and competitive in a highly diverse technological global workforce.
