This evaluation was a case study of the bridging language program offered at YSU to KNB students, it evaluated the generations 2012/2013. The focus of this evaluation was to evaluate the strengths and weaknesses of the bridging program. This was a summative evaluation used the CIPP method. It was a pragmatic parallel mix-method design research. The analysis technique was descriptive for the qualitative data; and it was descriptive statistical for the quantitative data; Triangulation was used. 15 students, 6 teachers, 10 tutors, 3 administrators were involved. The effectiveness of teacher evaluation systems is determined by the extent to which they can support improved instructional practice. Research suggests that implementation factors such as attitudes of school leaders (Kimball & Milanowski, 2009), perceptions of fairness (Delvaux, Vanhoof, Tuytens, Vekeman, Devos, & Petegem, 2013), the relationship of the evaluator and the teacher (Weber, 1987), and the quality of the feedback provided can all impact the effectiveness of the evaluation system (Conly & Glasman, 2008; Danielson, 2012; Delvaux et al., 2013; Weber, 1987). It is often necessary for nonprofit organizations (NPOs) to formulate a Request for Proposal (RFP) to procure essential contracted services. This is most common when seeking the services of an external evaluator. Since most NPOs do not have internal evaluation staff, developing an appropriate RFP can be quite challenging. With limited literature and resources to guide NPOs on how to prepare RFPs, the process for procuring qualified evaluators can be even more daunting. This symposium describes a multi-dimensional strategy to examine fidelity of implementation in an authentic school district context. An existing large-district peer mentoring program provides an example. The presentation will address development of a logic model to articulate a theory of change; collaborative creation of a data set aligned with essential concepts and research questions; identification of independent, dependent, and covariate variables; issues related to use of big data that include conditioning and transformation of data prior to analysis; operationalization of a strategy to capture fidelity of implementation data from all stakeholders; and ways in which fidelity indicators might be used.

The main objective of this study is to empirically test a number of theory-based models (i.e. fixed effects (FE), random effects (RE), and aggregated residuals (AR)) to measure both, the generic knowledge as well as the degree attainment rates and early labor outcomes, gained by students in different programs and institutions in higher education. There are four main findings: First, the results of the paper confirm the need of using models that address the issue of student selection into programs and institutions in order to avoid biased estimates. Second, our findings provide suggestive evidence in favor of using FE models. …

It also served to investigate the link between student support services and persistence. This evaluation compares evidence from the literature with Australia’s experience in supporting teacher development in a range of developing countries. It uses case studies to good effect in explaining choices made, the extent to which expectations were or were not met, and the lessons for future Australian assistance for teacher development. The evaluation found mixed results. In cooperation with governments and other donors, Australia has made positive contributions, such as improving teacher frameworks and curriculums, and training teachers through a range of interventions.
