Literacy in information and communication technology (ICT) is critical to students as they progress through schooling and enter a world in which information technology will be ubiquitous. Work, health care, family finances, learning and social interaction will all depend on competence in ICT. To assess progress in this crucial part of student learning, ACARA conducts a National Assessment Program (NAP) aimed at measuring ICT literacy. In 1999, the State, Territory and Commonwealth Ministers of Education, meeting as the tenth Ministerial Council on Education, Employment, Training and Youth Affairs (MCEETYA), agreed to the National Goals for Schooling in the Twenty-first Century. Subsequently, MCEETYA agreed to report on progress toward the achievement of the National Goals on a nationally-comparable basis, via the National Assessment Program (NAP). This report presents the findings of the 2013 National Assessment Program – Civics and Citizenship (NAP – CC) and is conducted under the auspices of the Standing Council on School Education and Early Childhood (SCSEEC) Education Council. Under the National Assessment Program, the Civics and Citizenship sample assessment is administered to a representative sample of Year 6 and Year 10 students on a triennial cycle. After three rounds of assessments – which were undertaken in 2004, 2007 and 2010 – this report looks at the 2013 assessment and examines emerging trends. The International Computer and Information Literacy Study (ICILS) studied the extent to which young people have developed computer and information literacy (CIL) to support their capacity to participate in the digital age. ICILS systematically investigated differences in CIL outcomes across the participating countries and looked at how these countries provide CIL-related education. The study also explored differences within and across countries with respect to the relationship between the outcomes of CIL education and student characteristics and school contexts. An assessment framework provides a structured conceptual map of the learning outcomes of a programme of study along with details of how achievement of the outcomes can be measured. The rationale for using frameworks to underpin the targeting of essential content components is especially relevant for the medical education community. Frameworks have the capacity to improve validity and reliability in assessment, allowing test developers to more easily create robust assessment instruments. ICILS was the first IEA study to collect student achievement and questionnaire data on computer rather than on paper. This chapter describes the key aspects of the computerbased test delivery system used in ICILS. It also details some of the challenges of using computer-based systems to collect student data in a crossnational large-scale assessment such as ICILS.

The ICILS assessment was developed over a 20-month period from April 2010 to December 2012. Most of this work was conducted by the international study center (ISC) at the Australian Council for Educational Research (ACER) in collaboration with national research coordinators (NRCs) and the project advisory committee (PAC). SoNET Systems conducted the software development for the test modules. This chapter provides a detailed description of the test development process and review procedures as well as the test design implemented for the ICILS field trial and main survey.
