Parents' Participation In Special Education In The Context Of Implicit Educational Ideologies And Socioeconomic Status, Priya Lalvani

This qualitative study situates parents' perceptions of their participation and role in special education planning in multiple contexts. Semi-structured interviews were conducted with 33 diverse parents of children with disabilities. The findings reveal the existence of special education discourses and practices that are entrenched in a deficit-based model and in implicit educational ideologies that sanction segregated education for many children with disabilities. Parents' perception of themselves as advocates was a key theme. Decisions about the placement of children with disabilities in inclusive classrooms appeared to be parent-driven. Adequate funding has become a critical issue for institutions of higher education, affecting outcomes such as accessibility, affordability, and quality of education. The recent economic recession has been detrimental for state funding, resulting in budget cuts for higher education in a majority of states. Overall, state funding has not kept pace with the rising costs of education. Additionally, the issues of state governance and institutional autonomy have also become heightened. The practice of policy advocacy has outpaced its theoretical development. Yet the importance of a theoretical grounding for advocacy has increased as advocacy organizations demand measures of efficacy, and theories of policy development need to account for advocates' contributions to the process. This article begins to address these issues by developing a conceptual framework of policy advocacy inputs, activities, and outcomes. Logic models of practitioners' advocacy programs were first synthesized into a general model. The internationalization of U.S. higher education has depended on leadership from a variety of sources in different strengths and purposes over time. The leadership shifted from President Lyndon Johnson's sponsorship of legislation, as part of a trilogy of legislation known as the Great Society, to a collaborative and at times competitive leadership marked by a struggle to establish international education as legitimate focus for higher education institutions. Leadership came in the form of advocates for international education who were drawn from the stakeholders. These advocates included practitioners, researchers, professional organizations, and alliances. Leader-advocates also contended with philosophical changes in the …
